On June 10th, the Office of the Hanoi People’s Committee issued a notification on the directions given by Mr. Tran Sy Thanh, Chairman of the Hanoi People’s Committee, during a meeting regarding the progress of three key infrastructure projects: the construction of Tran Hung Dao Bridge, and Ngoc Hoi Bridge and its connecting roads.
After hearing reports from the city’s Project Management Unit for Transport Construction, the Department of Construction, and other relevant departments, Mr. Tran Sy Thanh provided specific instructions to ensure the timely execution of these projects.
For the Tran Hung Dao Bridge Construction Project, the Chairman directed the People’s Committee of Long Bien district to coordinate with the Department of Finance to propose a budget for land recovery and compensation for structures on the land. They are also tasked with collaborating with the Departments of Planning and Architecture, and Agriculture and Rural Development to expedite land recovery procedures and hand over the site to the concerned units.
Additionally, the Chairman instructed the Department of Construction to work with the Project Management Unit for Transport Construction, and the Departments of Planning and Architecture, and Agriculture and Rural Development to consider the proposal of expanding the scope and size of the Tran Hung Dao Bridge intersection with Nguyen Son road. This expansion aims to ensure harmonious connectivity and alleviate local traffic congestion.

Regarding the implementation plan and commencement date for this project, Mr. Tran Sy Thanh instructed the Project Management Unit for Transport Construction to review and update the schedule. He also directed the Department of Construction to submit a report to the Hanoi People’s Committee for approval, ensuring that the project’s groundbreaking ceremony aligns with the celebrations of the 80th anniversary of the August Revolution (19/8) and National Day (2/9), as per the Government’s Resolution No. 77/NQ-CP dated April 10, 2025.
Furthermore, the Chairman urged the Department of Construction to finalize the project appraisal and submit it to the Hanoi People’s Committee by June 13, 2025. He emphasized the need for all involved departments to expedite their processes, stating, “Requiring relevant units to handle work through the ‘green lane’, avoiding any delays.”
Turning to the Ngoc Hoi Bridge and Connecting Roads Construction Project, Mr. Tran Sy Thanh instructed the Project Management Unit for Transport Construction to immediately commence the pre-qualification of EPC contractors through open and competitive bidding, both domestically and internationally. He emphasized the importance of utilizing advanced technology, integrated solutions, and modern equipment to ensure cost-effectiveness.
The Chairman also directed the Project Management Unit for Transport Construction to take the lead and coordinate closely with the Department of Agriculture and Rural Development to obtain an agreement letter from the Ministry of Agriculture and Rural Development before June 15, 2025. This agreement pertains to the design of Project Component 2, which involves the construction of parallel roads within the territory of Hanoi city and Van Giang district in Hung Yen province.
Notably, the Chairman instructed the relevant authorities to adjust the implementation schedule for Project Component 3 (the main bridge) and submit it to the Hanoi People’s Committee for approval, ensuring that construction commences on August 19, 2025.

“The Minister of Construction has urged the People’s Committee of Tay Ninh province to direct the Department of Construction and relevant units to promptly identify the cause of the road subsidence at the Hoa Binh Bridge in Hoa Hoi commune, Chau Thanh district. This incident occurred on the morning of May 11th, and now immediate action and effective solutions are required to remedy this situation.”
Determining the Red Line Boundaries for Tu Lien Bridge by March 20th: Hanoi’s Urgent Directive
Regarding the alignment and route proposal, and the red boundary of the bridge and approach road on the Nghi Tam side, city leaders have instructed the Department of Planning and Architecture, along with relevant units, to promptly collaborate and finalize the dossier. The dossier should be submitted for appraisal and approval, with a deadline set for March 20, 2025.
