The Haiphong People’s Committee has issued an urgent dispatch to the Department of Agriculture and Rural Development, and the district-level People’s Committees regarding the temporary suspension of land-use conversion for households and individuals.
Earlier, in mid-April 2025, the Haiphong People’s Committee issued Plan 106 on addressing shortcomings in state management of land and strengthening land management and construction order in localities.
The plan assigned tasks to departments and localities to enhance land management and ensure compliance with procedures and documentation.
However, some localities have witnessed instances of land-use conversion for households and individuals that are not in line with regulations, especially during the period of provincial consolidation, communal rearrangement, and dissolution of district-level authorities, giving rise to public concerns.

Haiphong temporarily halts land-use conversion applications from households and individuals.
In light of this situation, the Chairman of the Haiphong People’s Committee has directed the district-level People’s Committees to temporarily suspend the receipt and processing of land-use conversion applications from households and individuals effective from June 10, 2025, until further notice.
The Director of the Department of Natural Resources and Environment has been tasked with conducting inspections and reviews of land-use conversion for households and individuals in localities since the enactment of the 2024 Land Law, with a particular focus on the period from March 1, 2025, onwards. Any violations must be identified and reported to the city authorities.
