Frustrating Delays Plague the Dong Son Road Project in Ha Lam, Quang Nam

For years, residents of Ha Lam town in Thang Binh district, Quang Nam province, have expressed their frustration over the slow progress of the Dong Son Road project, which has been moving at a snail’s pace.

According to our investigation, the investment project to upgrade and expand Dong Son Road was approved by the People’s Committee of Thang Binh district in 2019. The 2-kilometer-long road, connecting Thai Phien High School to National Highway 14E, has a total investment of over VND 82 billion.

The project officially commenced in early 2020 and was expected to be completed within 360 days.

However, nearly six years have passed, and the project remains incomplete due to disruptions in construction caused by land clearance issues.

Mr. Duong Cong Danh, a resident of Block 8 in Ha Lam town, shared that his family owns 590 square meters of land affected by the project. He refused to hand over the land due to the unreasonably low compensation offered by the local authorities. “The offered compensation is VND 1,070,000 per square meter, while the government sells land to citizens at VND 7.5 million per square meter. I find this compensation unfair and therefore oppose it,” Mr. Danh explained.

Currently, 18 households have not agreed to hand over their land. Among them, four households have approved the compensation plan but refuse to accept the money due to the low price and have requested relocation to a resettlement area. The remaining 14 households have not approved the plan due to delays in determining land origins and inheritance procedures.

A leader of the People’s Committee of Thang Binh district shared that at the time of project implementation, the land price in the area near National Highway 14E was significantly lower than that in the resettlement area in Ha Lam town, leading to disagreements among the affected households, especially those who were not offered on-site resettlement.

Currently, some sections of the road can be constructed as the land has been handed over by residents. However, the sections without cleared land must be put on hold, causing delays in the project. The People’s Committee of Quang Nam province has extended the deadline for the project to December 2025 for completion.
