Aerial footage reveals the $10 million resort and villa project that, after 8 years, remains an empty plot of land.

The Loc Ha Resort and Villa project, approved by the Ha Tinh provincial People’s Committee in 2017, is developed by Loc Ha International JSC with a registered capital of over VND 240 billion. The project is located in Thinh Loc commune, Loc Ha district (now merged with Thach Ha district as of May 2021), covering an area of 8.77 hectares.

According to the initial plan, the project would include a 3-star resort hotel (80-100 rooms, 5 stories high), a restaurant and entertainment area, a service and entertainment area, an administration office, 83 villas for sale and rent, a project management office, auxiliary works, and a green tree system.

The project has a lifespan of 50 years and was expected to be completed within 36 months from the date of issuance of the investment policy approval decision. Its objectives are to exploit the local tourism potential, meet the increasing cultural and spiritual needs of tourists, create jobs for local workers, and add architectural highlights to the area.

After facing delays, in early 2021, Loc Ha International JSC requested adjustments to the project planning and an extension of the construction period.

Nearly a decade later, the entire seaside plot of land remains untouched, with no signs of construction and no completed structures.

The entire project site is currently an enclosed, vacant lot with unfinished water pipes visible inside.

There are no signs of machinery or workers, only abandoned and rusting construction materials…

A leader of Thinh Loc commune stated that the Loc Ha Resort and Villa project’s delay was due to multiple factors. The investor requested adjustments to some components, and there were legal issues regarding changes to the planning.

Additionally, households in the affected area did not agree with the compensation plan and expressed their desire for a resettlement area to relocate to new accommodations.

The delay in implementing this project has resulted in a waste of land resources, hindering the economic development of the region.
