Prior to the passage of the resolution, the National Assembly will devote time to a plenary discussion on the rearrangement of administrative units at the provincial level in 2025. The Minister of Home Affairs will also deliver a speech to clarify and address queries raised by the National Assembly deputies.
As shared by Minister of Home Affairs Pham Thi Thanh Tra, based on the current status and development orientations of the 63 provinces and cities nationwide, the Government has formulated 23 plans for the rearrangement of 52 administrative units at the provincial level, resulting in the formation of 23 new provincial-level administrative units.

Following the rearrangement, there will be a total of 34 administrative units at the provincial level in Vietnam, comprising 6 municipalities under the Central Government and 28 provinces.
All 23 newly formed provincial-level administrative units meet the standard set by the National Assembly’s Standing Committee for such units.
According to aggregated data from local authorities, the total number of officials, public employees, and civil servants according to the allocated quota for provincial-level agencies, organizations, and units in the 52 provinces and cities undergoing rearrangement stands at 447,657 individuals (including 2,321 officials, 79,118 public employees, and 366,218 civil servants).
The Commission for Legal and Judicial Affairs recommended that the resolution come into force on the date of its adoption by the National Assembly, which is June 12.
On the same day, the National Assembly will hold a plenary discussion on the draft Law amending and supplementing a number of articles of the Law on Issuing Legal Documents.
The National Assembly will also discuss the draft resolution on the International Financial Center in Vietnam.
Additionally, the Government will submit to the National Assembly for consideration the investment policy for the project on constructing the Ring Road 4 in Ho Chi Minh City.
