The Market Management Department (QLTT), under the Domestic Market Management and Development Department, in coordination with the Police Department for Investigation of Corruption, Economic and Smuggling Crimes (PC03), and Hanoi City Police, recently inspected four cosmetic businesses: Cosmetic Business No. 5 (No. 38 BT5, Xuan Phuong Eco-Urban Area, Nam Tu Liem); Linh Nam Cosmetic and Foodstuff Business (No. 77, Alley 59 Duong Khuong, Cau Giay); Cosmetic No. 9 (Lane 58, Tran Vy, Mai Dich, Cau Giay) and another Linh Nam facility at No. 67 Quang Trung, Son Tay Town.

The businesses were open and serving customers as usual before the inspection team arrived. Observations at the sites revealed that most of the customers at these establishments were local residents from the surrounding areas.
At the time of the inspection, the business households presented the inspection team with their business registration certificates and several valid invoices for the products sold in the stores.
However, the task force discovered a large number of products mixed with the legal goods. Consequently, after verifying the invoices and excluding the legitimate products, the task force temporarily confiscated nearly 3,500 cosmetic items, including shampoo, sunscreen, and skincare creams, which lacked invoices and appeared to be smuggled goods of unknown origin.
The total value of the violating goods exceeded VND 187 million, and the predicted total fine for the administrative violations at these businesses is over VND 300 million.
“This activity is part of a series of measures to strengthen inspections and tighten control over the quality of goods circulating in the market by the Market Management force, especially for cosmetic and functional food products – a group of products that can directly affect consumers’ health if their origin and quality are not guaranteed,” said Tran Viet Hung, Head of the QLTT Business Department, Department of Domestic Market Management and Development.
