
The Government Office has just issued Notification No. 294/TB-VPCP dated June 9, 2025, on the conclusions of the Standing Government Office at the meeting on the real estate market situation.
The conclusion clearly states that the real estate market has made important contributions to the economy, affecting production chains, capital markets, credit, labor, and especially the issue of housing and social housing for the people, which is a social security issue.
In the past, the Government and the Prime Minister have vigorously directed and assigned specific tasks to ministries and agencies to remove obstacles and promote the safe, healthy, and sustainable development of the real estate market.
According to the Ministry of Construction, in the first months of 2025, the real estate market has seen many positive changes, with both supply and real estate transactions increasing compared to the same period in 2024.
However, the development of the real estate market is still not commensurate with its potential due to existing obstacles and bottlenecks that hinder the market’s growth, such as limited supply, imbalance in product structure, and speculation, manipulation, and market distortion.
One notable task is to urgently research and develop a model for a “Center for Real Estate and Land-Use Rights Transactions under State Management.”
This center would facilitate real estate transactions and related procedures, such as notarization, taxation, and registration of land transactions, in an electronic environment similar to the securities trading model. This ensures transparency in asset and transaction price disclosure, serves management purposes, and prevents tax leakage. A report on this is expected to be submitted to the Prime Minister in June 2025.
The Ministry of Agriculture and Environment is working closely with the Ministry of Construction to review the Land Law for unified state management of land, real estate, and housing. They are also reviewing regulations related to site clearance to align with the practical implementation of projects, including a comparison of the effectiveness of site clearance carried out by enterprises and the state. A report on this is also due in June 2025.
Additionally, there will be a continued review of stagnant projects with difficulties and bottlenecks to report to the Steering Committee for the Resolution of Difficulties and Obstacles for Projects according to the Prime Minister’s Decision No. 751/QD-TTg dated April 11, 2025 (Steering Committee 751). This will include proposing mechanisms to resolve these issues.
There are also plans to study the development of diverse real estate projects and products to increase accessibility for buyers, reduce costs, increase supply, and provide people with more suitable options.
In terms of planning, there should be a focus on allocating central locations for long-term production, business, and service development. For residential areas, adequate technical and social infrastructure must be in place to meet land-related requirements.
Speculative behavior, price manipulation, and the dissemination of misleading information with the intent to create artificial demand and defraud people will be strictly handled.
