On June 11th, representatives of the Office of the People’s Committee of Binh Duong Province announced that the Chairman of the Provincial People’s Committee had signed an urgent dispatch to departments, branches, People’s Committees of districts, cities, the Public Administration Service Center, and People’s Committees of communes regarding the receipt, processing, and issuance of administrative procedure results during the transition period, pilot operation, and preparation for the activities of the Public Administration Service Centers at the commune level, effective from July 1st, 2025.

According to the dispatch, Chairman of the Binh Duong Provincial People’s Committee, Vo Van Minh, directed an urgent review and resolution of pending dossiers before July 1st, 2025, to ensure timely processing and minimize disruptions and potential issues arising from the reorganization.

In cases where dossiers are received close to the transition period or where the administrative procedure is still being processed for citizens and businesses as of July 1st, 2025, the newly formed local government units at the commune level will continue the processing.

For matters beyond the competence of the commune-level authorities, specialized agencies and other administrative units under the provincial People’s Committee will continue to consider and resolve them. It is strictly prohibited to refuse to accept dossiers, arbitrarily terminate them, or return them contrary to regulations.

The Chairman of the Provincial People’s Committee emphasized that under no circumstances should there be a pushback of responsibility, requiring individuals, organizations, or businesses to resubmit dossiers or provide unnecessary documents due to changes in organizational structure. Proactive measures should be taken to directly contact or notify affected citizens and businesses to collect the results of their administrative procedures if they have not already done so.

By June 30th, 2025, for administrative procedures with available results that have not yet been collected by citizens and businesses, the responsible agencies and units must classify these results based on the residence of individuals or the location of organizations and businesses before the reorganization. These results must then be handed over to the corresponding agencies and units after the reorganization for archiving and future collection by citizens and businesses if needed.

The Chairman assigned the Public Administration Service Center at the ward/commune level to return the results of district-level administrative procedures completed before June 30th, 2025, but not yet collected by citizens and businesses. For commune-level procedures, the newly established Public Administration Service Centers at the commune level will be responsible for returning results.

The Chairman also instructed the communication and guidance of citizens and businesses on regulations, locations, and procedures during the pre and post-reorganization phases. Specialized tasks were assigned to the Provincial Public Administration Service Center, along with the organization of volunteer teams to guide administrative procedures and coordinate with the Community Digital Technology Group to provide support at the Public Administration Service Centers in the new wards/communes…
