Complaints about irregularities
Mr. Vo Thuong Man, a salt farmer from Ninh Tho, Ninh Hoa, lodged a complaint regarding irregularities in compensation and land clearance procedures. His family owned 11/12 hectares of salt fields that were expropriated for the Doc Da Trang Industrial Park project.
According to Mr. Man, the salt fields were equipped with advanced and enclosed technology, involving multiple stages of land reclamation, pond construction, and plastic lining for high-quality salt production. With an annual output of 4,000 tons of salt, generating revenues of VND 4-5 billion, the fields provided stable incomes for 30 local salt farmers. Mr. Man considers it unreasonable that the total investment of VND 24 billion in the salt fields only resulted in compensation of over VND 5 billion for the land and over VND 2 billion for assets on the land.
Furthermore, Mr. Man owns about 1 hectare of salt fields outside the project boundary, which serves as the final stage of production. Without the previous stages, this 1-hectare field is left unused. Mr. Man has almost lost his livelihood, as the entire area with the salt production system has been expropriated.

Similarly, Mr. Nguyen Van Trung expresses his support for the policy of industrial investment for socio-economic development. However, he believes that the compensation and support for the people’s livelihood need to be reconsidered. His family owned more than 14 hectares of salt fields in Ninh Tho, of which 10 hectares were expropriated for the Doc Da Trang Industrial Park project. The remaining 4 hectares were not compensated for, and they were also expropriated on the grounds that this land was managed by the commune. This seems unreasonable as Mr. Trung has a handwritten sales contract dating back to 1996.
Mr. Trung feels that there is a lack of consideration for the advanced technology and significant initial investment in land reclamation for their salt fields. In contrast, the total compensation for his family’s land is only between VND 52,000 and VND 79,000 per square meter.
The salt farmers are requesting the local authorities to reconvene a council to re-evaluate the compensation, clarify the basis for land expropriation prices, and consider providing support for improvement costs, investments in the land, and compensation for areas outside the project boundary that are indirectly affected.
Local Authorities Respond
In late 2024, the People’s Committee of Ninh Hoa approved the compensation plan for the Doc Da Trang Industrial Park project, involving 18 households with a total compensation of over VND 68.3 billion for an area of 437,832 square meters.
In January 2025, a branch of Viglacera Yen My Industrial Park Development Joint Stock Company transferred VND 63.8 billion to the state as advance compensation for the project. The cases of Mr. Nguyen Van Trung and Mr. Vo Thuong Man are among the eight households that have not yet agreed to hand over the land.
Mr. Vo Ngoc Minh, Vice Chairman of Ninh Hoa, confirmed that there have been multiple meetings, dialogues, and attempts to resolve the complaints, but the remaining households have not yet agreed. The authorities have planned to enforce land retrieval by the end of June 2025.

Mr. Nguyen Van Trung believes that each hectare of enclosed salt field is worth over VND 4 billion, but the compensation offered is less than VND 1 billion.
Regarding the issues raised by the farmers, Mr. Minh stated that the authorities have followed the regulations, and the appraisal and consulting units have based their assessments on market land prices provided by the tax agency. He acknowledged that the farmers’ requests are reasonable, such as the need to expropriate land outside the project boundary that is indirectly affected. The authorities have agreed to request the provincial People’s Committee for a compensation plan for these areas.
Regarding assets on the land, the Ninh Hoa People’s Committee sought the opinion of the Khanh Hoa People’s Committee before approving a separate construction cost estimate to support the people with 70% of the unit price according to the price list for the construction of houses, works, and structures in the area.
According to the local leader, to determine the value of assets on the land, the authorities hired a consulting unit to establish a dossier, appraise, and calculate the investment in the salt fields regarding depth, new technology, etc. This unit is responsible for the accuracy of their assessments of these investment values.
