
The Hanoi People’s Committee recently issued a decision to adjust and supplement the 2025 land use plan for Thanh Xuan District. This includes the addition of a functional urban area project at 233, 233B, and 235 Nguyen Trai, belonging to the joint venture of Xavinco Real Estate Joint Stock Company.

Spanning approximately 11 hectares, the project entails a total expected investment of VND 11,107 billion. It is slated for development from 2025 to 2030.

This area was once home to three industrial giants from the subsidy era: Cao su Sao Vang, Ha Noi Soap Company (Hasoco), and Thuoc La Thang Long. Locals affectionately referred to this area as “Cao Xa La,” combining the first syllables of the three companies’ names. (The image shows the premises of Cao su Sao Vang Joint Stock Company, which covers an area of about 62,000 square meters and used to produce aircraft, automobile, and specialty vehicle tires.)

Adjacent to it was the Ha Noi Soap Factory, which has since ceased operations and vacated the inner city, leaving behind a large vacant lot on a prominent street.

Next is the warehouse and finished product yard of Thang Long Tobacco One-Member Limited Liability Company, occupying an area of over 64,000 square meters.

All three companies have officially ceased production and completed their relocation to the Quoc Oai – Thach That industrial park (in the case of Thang Long Tobacco) and the Phu Ly – Ha Nam industrial park (for Cao su Sao Vang).

“In the past, this area was a source of pride for the whole ward,” shared Ms. Nguyen Ngoc, a resident of Thanh Xuan district. “In the mornings, workers would head to their factories, and by noon, the scent of soap and rubber would fill the alleys. It’s quieter now, but we’re also happy because if this area is turned into a spacious and clean urban area, it will benefit the locals.”

According to the detailed 1/500 planning approved in 2015, this area will feature buildings ranging from 35 to 46 stories in height, with three mixed-use land plots for commerce, services, and housing, covering a total area of over 52,000 square meters.

The project is also among the first 157 projects to pilot the expansion of commercial housing land following the National Assembly’s resolution. This paves the way for the efficient conversion of inner-city industrial land, which is no longer suitable for modern urban development.

In the near future, “Cao Xa La” will disappear from the industrial map and emerge with a new look—a bustling, modern urban area next to Royal City, the University of Natural Sciences, and Hanoi University…
