National Assembly Passes Resolution to Restructure Provincial Administrative Units

On June 12, the XV National Assembly passed a resolution to restructure provincial administrative units across Vietnam. As a result, the number of provinces and cities will be reduced from 63 to 34, marking a significant organizational change in the country’s administrative structure.

According to Vice Chairman of the National Assembly, Mr. Nguyen Khac Dinh, this decision is a significant move by the Party and the State, carrying profound historical and political significance.

Mr. Dinh assured that the National Assembly will pass a resolution amending and supplementing several articles of the 2013 Constitution and the Law on Organization of Local Government on the morning of June 16. The resolution and law will take immediate effect following the vote.

On the same day, June 16, Chairwoman of the National Assembly, Ms. Tran Thanh Man, will sign 34 resolutions on the rearrangement of communal-level administrative units for 34 provinces and cities. The new communal-level authorities will begin their operations simultaneously nationwide from July 1.

Addressing concerns regarding citizens’ and businesses’ documents after the administrative restructuring, Vice Chairman Dinh reassured that Resolution No. 190/2025/QH15 and Resolution 76/2025/UBTVQH15 provide clear guidelines. Individuals and enterprises can continue using their existing documents until their expiration. Should they wish to obtain new documents with updated addresses, the authorities will facilitate this process with simplified administrative procedures and no additional fees.

Minister of Home Affairs, Ms. Pham Thi Thanh Tra, emphasized the historical significance of the National Assembly’s decision, stating that it represents a turning point in Vietnam’s history and era. She assured that the authorities have carefully and comprehensively considered this matter, taking into account historical, cultural, and practical aspects unique to Vietnam.

“The ultimate goal of the provincial administrative unit restructuring in 2025 is to foster the country’s development, prosperity, and civilization, and to bring about the greatest happiness and well-being to the people,” Minister Tra affirmed.

As of June 12, Vietnam comprises 34 provincial-level administrative units, including 6 centrally-controlled municipalities: Hanoi, Ho Chi Minh City, Hai Phong, Hue, Danang, and Can Tho; and 28 provinces: Lai Chau, Dien Bien, Son La, Lang Son, Cao Bang, Tuyen Quang, Lao Cai, Thai Nguyen, Phu Tho, Bac Ninh, Hung Yen, Ninh Binh, Quang Ninh, Thanh Hoa, Nghe An, Ha Tinh, Quang Tri, Quang Ngai, Gia Lai, Khanh Hoa, Lam Dong, Dak Lak, Dong Nai, Tay Ninh, Vinh Long, Dong Thap, An Giang, and Ca Mau.
