With the increasing demand for housing, especially in the context of the integration of Hai Phong and Hai Duong, Hai Phong city is highly focused on implementing the project “Investing in the construction of at least 1 million social housing units for low-income people and industrial park workers for the period of 2021-2030” by the Government.
It is known that in the period from 2021 up to now, implementing the Government’s project, there are 14 social housing projects invested in the city’s area with a total scale of about 18,107 apartments. Of which, about 5,242 units have been completed, and 12,865 units are under construction.
By the end of 2025, it is expected that there will be a total of about 15,491 social housing units from the completed projects, exceeding the target assigned by the Prime Minister for the development of 15,400 units in the period of 2021-2025.
According to the Department of Construction, out of the 14 social housing projects being implemented in the city, 6 projects are eligible for sale – the Department has approved the provisional selling and leasing prices and is proceeding with the receipt of dossiers and signing of sales contracts.
There are more than 5,000 apartments for sale with prices ranging from VND 14.1 million to VND 19.3 million per square meter. Specifically, they are: Trang Due Social Housing Area; Social housing in An Dong apartment building; Social housing at 39 Luong Khanh Thien street; Social housing at 384 Le Thanh Tong street; Social housing at Total Warehouse 3 Lac Vien and Hoang Huy New City Social Housing.

Currently, Hai Phong city is actively calling for investment in social housing projects to ensure the completion and exceeding of the target of developing 18,100 units in the period of 2026-2030.
The demand for social housing is expected to increase strongly in the coming time, especially when Hai Phong and Hai Duong integrate. A large number of officials, civil servants, and workers will move from Hai Duong to Hai Phong for work and job opportunities, so the demand for accommodation will increase.
According to the Department of Construction, the city has 22 social housing projects with investment policies, with a total scale of about 25,000 apartments, which are expected to be implemented and have products launched on the market from now to 2030.
In the period of 2026-2027, it is expected that 6 projects will be started with more than 2,650 units, focusing on areas near the city’s Political-Administrative Center, belonging to the new urban area of Bac Song Cam (Thuy Nguyen).
