Recently, social media posts circulated information regarding Mr. Nghiêm Giới Hòa, the founder of the Pacific Construction Corporation, suggesting that a direct tunnel connection from the internal road leading to Tu Lien Bridge to West Lake would be beneficial for Hanoi’s traffic. Mr. Hòa proposed that extending the road under West Lake would be a positive addition to the city’s infrastructure.

However, representatives from various departments and sectors of Hanoi have refuted these claims, stating that there are no such plans or intentions to construct a tunnel under West Lake. Mr. Phan Trường Thành, Head of the Finance and Investment Division of the Hanoi Department of Construction, affirmed that the city’s master plan has never included a tunnel connection from Tu Lien Bridge to Van Cao Street and West Lake; only the bridge itself is part of the plan.

Hanoi authorities confirm there are no plans for a tunnel under West Lake.

Additionally, according to the approved master plan for the capital and Decision No. 1668 of the Prime Minister, which adjusts the master plan for Hanoi until 2045, with a vision towards 2065, there is no orientation to build any tunnel, bridge, or structure that would cross West Lake to connect Tu Lien Bridge to Van Cao Street. Mr. Thành further emphasized that Hanoi has not issued any directives or plans regarding the addition of a tunnel connection to the existing bridge project.

Hanoi is currently focused on constructing seven major bridges over the Red River, including the Hong Ha, Me So, Tu Lien, Ngoc Hoi, Tran Hung Dao, Thuong Cat, and Van Phuc bridges, which will connect the north and south of the river. The Tu Lien Bridge is the first of these bridges to commence construction.

Moreover, according to the approved master plan for the capital, the city is expediting the planning of the Red River axis, one of five critical axes, which will connect all the bridges along the river and promote economic development, land exploitation, culture, tourism, and environmental enhancement.

Another key task for Hanoi is to substantially complete the urban railway network by 2035. Mr. Thành emphasized the importance of stability and longevity in the master plan, stating that the tunnel proposal has never been part of any previous or current planning documents. He added that any changes to the plan must consider comprehensive evaluations of cultural, historical, and natural factors, ensuring that any developments around West Lake are approached with utmost caution and respect for the area’s cultural and historical significance.

The Tu Lien Bridge already provides a connection to Au Co Street, approaching the Ring Road 2, eliminating the need for further connections deep into the inner city. Instead, the use of public transportation is encouraged to reduce infrastructure pressure.
