On June 12, the People’s Committee of Phu Tho province issued Document No. 3112/UBND-CNXD on ensuring the fulfillment of environmental protection conditions when attracting production and business investment projects into industrial clusters in the province.
The document clearly states that the Provincial People’s Committee received Document No. 1006/STC-ĐKKD&PTDN dated May 19, 2025, from the Department of Finance, proposing approval for the investment project of a PE & PP Tarpaulin Fabric Factory at a part of Lot CN 10 – Lot CN 11 – a part of Lot CN 13 in Phu Gia Industrial Cluster.
According to the provincial People’s Committee, Phu Gia Industrial Cluster has not completed the environmental protection infrastructure as stipulated in Article 52 of the Law on Environmental Protection 2020 and Articles 48 and 49 of Decree No. 08/2022/NĐ-CP dated January 10, 2022, of the Government detailing a number of articles of the Law on Environmental Protection. Therefore, the above project does not yet meet the conditions for receiving production and business investment projects to operate in the industrial cluster.
To have a basis for considering approval of investment projects in other industrial clusters in the province, the Provincial People’s Committee requests that before proposing investment policies for projects, the Department of Finance must coordinate with relevant departments to review the actual investment, construction, management, and operation of environmental protection infrastructure in industrial clusters.
The Provincial People’s Committee requires that only production and business investment projects that ensure compliance with the orientation of business lines and meet environmental protection conditions be proposed for operation.
The leadership of Phu Tho Provincial People’s Committee shared that the regulations of the Law on Environmental Protection, which took effect on January 1, 2025, stipulate that all industrial clusters must have a centralized wastewater treatment system (accepted for trial operation and put into operation) before attracting secondary enterprises to invest. Therefore, the province does not compromise the living environment of the people for investment projects and enterprises.
