Information was shared at the meeting of the Steering Committee for implementing the arrangement and reorganization of administrative units at all levels and building a two-level local government model in Ho Chi Minh City.

Accordingly, regarding the work content of arranging administrative units at the communal level, from June 12-30, the city will pilot the two-level local government model in the area. After the legal documents take effect on July 1, the city will implement the transfer of functions and tasks from the district to the communal level after the merger.

The city will issue a decision to terminate the operation of the Party Committee of Thu Duc City, districts, and counties and the Party Committees of communes, wards, and towns; simultaneously establishing new Party organizations according to the new administrative units.

Along with this, the completion of the personnel leadership of the Commune-level Party Committees for the term 2025-2030 will be deployed. In this phase, the city will also issue decisions related to the termination and re-establishment of the Fatherland Front and socio-political organizations at all levels after the arrangement.

A decision will be made to appoint heads and deputy heads of units under the People’s Committee of the new communal-level administrative units. The city will also deploy a project to rearrange the Ho Chi Minh City Inspectorate to be streamlined, strong, effective, and efficient.

At the same time, the city will complete the configuration of the Ho Chi Minh City information system for administrative procedure settlement for administrative units, ensuring smooth and continuous reception and settlement of administrative records, best serving the people and businesses. Digitization of documents of agencies and organizations before the rearrangement of administrative units will also be completed.

The city will also arrange and implement regimes and policies for officials and non-professional staff at the communal level when implementing the two-level local government.

Arranging and allocating officials, public employees, and employees; arranging headquarters, facilities, and necessary conditions to serve the work of Party committees, authorities, the Vietnam Fatherland Front, and functional agencies of the city. The city will also soon complete the project to rearrange public non-business units at the district and provincial levels.

Reasons for not retaining cities like Thu Duc and Thuy Nguyen

The Committee for Drafting Amendments and Supplements to the 2013 Constitution also explained why it did not retain the model of a city under the central government like Thu Duc (Ho Chi Minh City) and Thuy Nguyen (Hai Phong).

Specifically, the Committee emphasized that the determination of specific administrative units under provinces and centrally-run cities would be regulated by the National Assembly in laws to suit practical situations in each period.

The explanatory report clearly states that, in the current period, determining that communes are administrative units in rural areas, wards are administrative units in urban areas, and special districts are administrative units on some important archipelagos – established according to population size, natural area, geographical conditions, demographics, and socio-economic development requirements, ensuring national defense and security – as reflected in the draft Law on Organization of Local Governments (amended) closely follows the resolutions, conclusions, and directives of the Party in the past time.

The two-level local government, organized in conjunction with administrative units according to this model, will ensure better requirements for a streamlined apparatus, reduced intermediary levels, improved management efficiency, cost savings, and state budget efficiency. It brings the government closer to the people, responding directly to civil matters and urban, rural, and island management issues in a practical, effective, and accountable manner.

This is also a step to rearrange administrative units to ensure their true nature and clearly separate urban and rural areas, providing a basis for applying appropriate mechanisms and policies for each type and management and sustainable development of urban areas. Organizing urban administrative units uniformly as wards will contribute to a unified management model, facilitating planning and regional linkage.

At the same time, organizing according to this model will also better ensure the people’s right to mastery; ensure that the voices and interests of residents in small urban areas are also considered and not overwhelmed by larger urban areas within the same provincial-level administrative unit.
