The National Assembly has recently passed a resolution on the rearrangement of provincial-level administrative units. Accordingly, Binh Duong and Ba Ria-Vung Tau provinces will be merged into Ho Chi Minh City. Based on the appendix issued together with the Government’s Decree No. 128/2025/ND-CP dated June 11, 2025, on the decentralization of state management authority in the field of home affairs, from July 1, 2025, the minimum wage for laborers working under labor contracts in communal-level areas of Ho Chi Minh City will be applied as follows:

Prior to the merger, the majority of laborers in Ho Chi Minh City were subject to the Region I minimum wage.

Region III includes the following communes and wards: Ngai Giao, Binh Gia, Kim Long, Chau Duc, Xuan Son, Nghia Thanh, Hoa Hiep, Binh Chau, Ho Tram, Xuyen Moc, Hoa Hoi, Bau Lam, Phuoc Hai, Long Hai, Dat Do, Long Dien, and the Con Dao special district.

Region II includes the following wards: Ba Ria, Long Huong, Tam Long, and the communes of Binh Khanh, An Thoi Dong, Can Gio, and Thanh An.

Region I includes all remaining wards and communes.

Previously, Ho Chi Minh City (before the merger) only applied two minimum wage levels: Region I and Region II (for Can Gio district).

The current minimum wage by region is implemented according to Decree No. 74/2024/ND-CP:

Also according to Decree No. 128/2025/ND-CP, when applying the minimum monthly and hourly wage for laborers working for employers in communal-level areas as specified in the appendix to this Decree, and if the minimum wage is lower than that applied before July 1, 2025, employers shall continue to apply the minimum wage previously applied at the district level until the Government issues new regulations.
