Proposed road development in Dong Anh district, Hanoi

The project entails constructing a 3.47-km-long road with a 40-meter-wide cross-section. Key components include transportation infrastructure, water supply and drainage systems, lighting, greenery, telecommunications, traffic management, and fire protection.

The estimated investment stands at VND 1,189 billion, funded by the Dong Anh district budget. The project is slated for execution from 2026 to 2029.

The primary objective of constructing the LK49 road is to materialize the approved planning, enhance transportation connectivity, facilitate smoother travel for locals, optimize land utilization along the route, and foster a greener, cleaner, and more aesthetically pleasing environment. It is also expected to accelerate urbanization and spur socio-economic development in the area.

As per the decision, the People’s Committee of Hanoi has entrusted the People’s Committee of Dong Anh district with the responsibility of undertaking investment preparation and executing the investor’s duties during the investment preparation phase. The decision-maker for investment approval will assign the project implementation to the investor, who will be accountable to the law and the People’s Committee of Hanoi for the accuracy and legality of the information and data presented in the project proposal for investment policy approval.

Additionally, the district is tasked with formulating a plan and implementing solutions to ensure the project’s continuity, effectiveness, and cost-efficiency, aligning with the roadmap and orientation for administrative unit arrangement in the subsequent phase.

In light of Conclusion No. 127-KL/TW dated February 28, 2025, of the Politburo, the district is instructed to collaborate with relevant units to promptly finalize and approve the project in accordance with the Law on Public Investment. They are also responsible for determining the volume and cost of compensation, support for site clearance, and relocation of underground and overhead works during the survey and project development, ensuring accuracy in reflecting the actual implementation volume, and arranging resettlement (if necessary). Furthermore, the district is required to assess the medium-term public investment plan for the 2021-2025 period and formulate the medium-term public investment plan for the 2026-2030 period.

The decision also mandates the Departments of Finance, Construction, Planning and Architecture, Agriculture and Rural Development, and relevant units to coordinate with the People’s Committee of Dong Anh district in executing the project, ensuring the fulfillment of objectives, timelines, and quality standards.
