On June 14th, the Phu Yen Provincial Party Committee launched a pilot plan for the operation of new Party, governmental, Fatherland Front, and socio-political organizations at the commune level.
Specifically, Phu Yen selected two units for this pilot: Binh Kien Ward (Tuy Hoa City) and Phu Hoa 1 Commune (Phu Hoa District). The pilot will also involve four key positions: Secretary of the Party Committee, Chairman of the People’s Council, Chairman of the People’s Committee, and Chairman of the Vietnam Fatherland Front Committee at the commune level.

The Phu Yen Provincial Party Committee also encourages districts, towns, and cities to choose administrative units at the commune level for similar pilots, especially those that are well-prepared with meticulous arrangements and necessary conditions in place.
As per the plan, the pilot operation will take place from June 16th to June 20th, followed by a review conference scheduled for June 22nd.
The pilot will cover various aspects: operating the Party Committee’s office and Party building system; functioning of the Party Committee’s inspection commission; preparation for the first meeting of the Party Committee’s executive board and standing committee to address related tasks; and provision of relevant documents outlining the functions, tasks, and powers of agencies and units under the Party Committee, People’s Council, and People’s Committee at the commune level.
Regarding the People’s Council, the pilot will focus on program development, planning the first session of the People’s Council at the commune level (including notifications about the merger of People’s Council representatives and resolutions on appointing the chairman, vice-chairman, and heads of the People’s Council’s committees), session rules, and regulations for the operation of the People’s Council, its standing committee, and its specialized committees.
For the People’s Committee, the pilot will involve preparations for their first meeting, organizational restructuring, defining the functions and tasks of specialized departments, establishing working regulations, and arranging personnel for the new commune-level agencies and units, including the Public Administration Service Center.
The Vietnam Fatherland Front and socio-political organizations will also be part of this pilot, focusing on developing working regulations and programs, as well as assigning and arranging officials and civil servants.
According to the Phu Yen Provincial Party Committee, the outcomes of this pilot will provide a basis for evaluation and experience-sharing, allowing for timely and reasonable adjustments to ensure the smooth, efficient, and effective operation of the new commune-level agencies, in line with the Central Government’s directives. It will also facilitate the implementation of Party documents and legal regulations on the local government system at two levels, while providing knowledge and skills to commune-level officials and civil servants.
The Phu Yen Provincial Party Committee has instructed provincial departments, sectors, and agencies to proactively provide guidance and support in their respective fields to the commune-level agencies, promptly addressing any difficulties and obstacles that may arise during the pilot operation. It is important to note that the pilot should not disrupt the ongoing work of the district and commune levels.
