In his closing remarks at the National Training Conference on the Organization and Operations of the Political System at the Commune Level on June 15, Prime Minister Pham Minh Chinh emphasized that the current focus is on implementing a “revolution” in the political apparatus to create new development momentum. He highlighted four resolutions issued by the Politburo on the “four pillars”: scientific and technological breakthroughs, innovation and digital transformation; international integration; legal reform; and private economic development. A fifth resolution on breakthroughs in education and healthcare will also be introduced.
The Prime Minister affirmed: “All efforts are aimed at achieving national independence, socialism, and a warm and happy life for the people”. Tasks and policies are being deployed synchronously, methodically, and effectively, building upon the vision and actions of the 13th Party Congress.
He instructed the entire political system to strictly implement Conclusion No. 167-KL/TW dated June 13, 2025, of the Politburo and the directions of General Secretary To Lam, especially regarding the reorganization of administrative units and local authorities, which will be implemented simultaneously nationwide from July 1, 2025.
The Prime Minister acknowledged both the opportunities and challenges presented by the “revolution” in the organizational apparatus. He emphasized the need to change mindsets regarding management, administration, and administrative boundaries, stating: “The country is our homeland. All 63 provinces and cities are part of our homeland, and so are 34 provinces and cities. We must fight and eliminate all prejudices for the common development”.
Streamlining the apparatus and reducing bureaucratic procedures will have both favorable and unfavorable consequences. “We must overcome ourselves, turn impossibilities into possibilities, difficulties into opportunities, and impossibilities into possibilities”, the Prime Minister said, urging that “pressure should drive us to greater efforts and decisive actions”.
According to the Prime Minister, the most important aspect of this revolution is transforming the political apparatus from a passive recipient to an active creator, serving the people and businesses. To achieve this, “we must be close to the people, listen to the people, and act for the people”. He called for enhanced decentralization and empowerment coupled with resource allocation and strengthened inspection and supervision.
He also emphasized that “resources stem from thinking and vision, momentum from innovation and creativity, and strength from businesses and the people”. With unity among the Party, Government, National Assembly, and the people, the Prime Minister asserted: “We only discuss how to do it, not how to retreat”.
The reorganization of the two-level local government is expected to be completed by June 30 and will become operational on July 1. “Initially, it was planned for September, but with the high consensus of the National Assembly and the people, we have accelerated the process. As the people are expecting, we are determined to complete it”, the Prime Minister said.
He requested Party committees, authorities, and media outlets to strengthen policy propaganda, raise social awareness, inspire and motivate to accomplish the task. Emphasizing that “we must succeed”, the Prime Minister urged: “Speed up, speed up even more, be more daring, and more daring to succeed, succeed, and definitely succeed”.
