At the meeting, Vice Minister of Finance Nguyen Duc Tam reported that according to the Work Program of the Politburo and the Secretariat in 2025, based on Plan No. 01-KH/ĐU dated February 21, 2025 of the Government Party Committee, the Party Committee of the Ministry of Finance was assigned to develop a project proposal to summarize the implementation of the Resolution of the 12th Party Central Committee, 5th Plenum on State-owned Enterprises (SOEs). The report was to be submitted to the Politburo in June 2025.

On June 5, in Official Dispatch No. 4941/VPCP-ĐMDN, the Prime Minister directed the Ministry of Finance to take the lead in coordinating the completion of the project proposal, studying and proposing the issuance of a Resolution of the Politburo on the development of SOEs to truly promote and utilize the resources of SOEs as an important material force to realize the leading role of the State economy. This contributes to the goal of developing the country in the new era. The Prime Minister also assigned Deputy Prime Minister Nguyen Chi Dung to direct the construction, seek opinions from competent authorities, and complete the proposal for submission to the Politburo.

Following this, on June 11, Deputy Prime Minister Nguyen Chi Dung requested ministries, sectors, localities, and enterprises to provide opinions on the submission dossier of the Ministry of Finance. The dossier includes: Draft Submission of the Government Party Committee, Draft Resolution of the Politburo, and Summary Report on the implementation of Resolution No. 12-NQ/TW.

During the meeting, leaders of SOEs such as Petrolimex, Vietnam National Oil and Gas Group, Vietnam Electricity Group, Vietnam Rubber Industry Group, Vietnam Railways Corporation, and Vietnam Maritime Corporation contributed opinions on the submission dossier of the Ministry of Finance. They also reported on the current status of their enterprises and proposed to “untie” some issues related to institutions, equity, divestment, infrastructure investment, and human resource management, etc.

Sharing the difficulties faced by SOEs, representatives of state management agencies such as the Ministry of Science and Technology, the State Bank of Vietnam, the Government Inspectorate, the Central Committee for Policy and Strategy, the People’s Committee of Ho Chi Minh City, and the People’s Committee of Hai Phong City answered some of the enterprises’ concerns. They suggested a thorough review and evaluation of the existing obstacles to propose effective and practical handling solutions, as well as innovative and breakthrough governance methods.

Holding a pivotal position and pioneering in new fields

Concluding the meeting, Deputy Prime Minister Nguyen Chi Dung highly appreciated the meticulous preparation of documents by the Ministry of Finance within a short period and the valuable and heartfelt opinions of the delegates from ministries, localities, and enterprises.

“The Ministry of Finance should thoroughly absorb the reasonable opinions of the attending agencies and promptly finalize the Submission to seek the Politburo’s opinion on building a Resolution on SOEs based on the summary of Resolution 12-NQ/TW,” the Deputy Prime Minister directed.

Notably, it is necessary to review and systematize the guidelines and policies of the Party and the State to clarify the role, position, and mission of SOEs at present and in the next period, in the context of Resolution No. 68-NQ/TW.

At the same time, evaluate the system of legal documents on SOE development, update and study international experiences, closely follow international regulations to build a transparent SOE governance model, in line with international norms and standards.

“In addition, SOEs need to lead in technology and contribute to breaking through national competitiveness,” emphasized the Deputy Prime Minister.

Regarding SOE divestment, the Deputy Prime Minister noted that the approach and mindset must be strongly renewed. It is essential to identify areas that need investment focus, divestment, and development. Strategic fields and important infrastructure in the country must be held. Meanwhile, new industries, industry-technology-strategic product complexes should be prioritized.

“This is not only an issue of the State towards SOEs, and it cannot be one-sided. Enterprises themselves must be proactive and responsible. As the main actors, enterprises should take the initiative in giving advice, making suggestions, and proposing solutions to operate effectively, develop healthily, and contribute appropriately. SOEs must hold a pivotal position and be pioneers in new fields,” requested the Deputy Prime Minister.

In the spirit of building a concise and concise Resolution, closely following the directions of the Party and the State, the Deputy Prime Minister requested that the contents of the work must be specific and quick. The mechanisms and policies must be strong enough and have a strategic vision to unblock bottlenecks and create breakthroughs for SOEs.

According to the Deputy Prime Minister, it is necessary to establish a drafting group with the participation of the National Assembly’s Committee for Economic and Financial Affairs, state corporations, and general corporations, etc./.
