The $7 million road project stalls due to issues with connections at both ends

The ring road project in Hong Linh Town, Ha Tinh Province, is nearly 3km long and 30m wide. The total investment of VND 150 billion is funded by the BIIG2 Project. The construction began in December 2020 and was expected to be completed within 30 months. The People’s Committee of Hong Linh Town is the investor, and the construction contractor is Nhu Nam Company Limited.

The road starts at Km0+0.00, intersecting National Highway 8A at the milestone Km3+117, and ends at Km2+985.86, connecting to Tien Son Road at Km0+530. The project is located in Trung Luong and Thuan Loc wards, Hong Linh Town.

The project aims to expand Hong Linh Town to the west, connecting National Highway 8A with National Highway 1A. It also serves to create land funds for urban development and attract investment to the town.

Up to now, the contractor has completed the construction of the road surface, traffic safety system, installation of signposts, road markings, and speed reduction markings. They have also installed lighting poles and lamps. However, the project has not been completed and put into operation due to unfinished construction at both ends and connection issues.

The unconstructed sections at the intersections with National Highway 8C and Tien Son Road have prevented the project from being completed on schedule.

At the intersections with other roads, the investor and contractor have placed warning signs and rigid guardrails to prohibit vehicles from passing through.

However, some vehicles, such as motorcycles and cars, still use small openings to move along the road.

Both ends of the road remain unfinished, with the foundation untreated and construction materials scattered.

Earlier, in January 2024, the project encountered a hurdle when the survey and design process failed to clarify that the road would lead straight to the 200-year-old Van Chang Temple’s three-entrance gate.

To resolve this issue, the locality had to spend an additional VND 800 million to hire “thần đèn” Nguyen Van Cu and his team of workers from Ho Chi Minh City to relocate the temple gate. After successfully relocating the gate, the contractor resumed construction at this site after more than a year of interruption. According to the Hong Linh Town Construction Project Management Board (representing the investor), the Road Bureau II has approved the design plan. They are now awaiting approval from the Ha Tinh Provincial People’s Committee to adjust the project and grant construction permits for the connections. It is expected that the road will be open to traffic in the third quarter of this year.
