
The upgrade and expansion project of Luong Dinh Cua Road in Thu Duc City, which was expected to alleviate infrastructure issues and reduce congestion in the eastern part of Ho Chi Minh City, began in April 2015. The project spans a length of 2.5 kilometers.

As observed by VTC News reporters, the construction site remains disorganized and incomplete.

Along Luong Dinh Cua Road, numerous construction barriers remain in place, hindering traffic flow. The scarcity of construction workers and the slow pace of construction are evident upon observation.



Vehicles navigating through this area face significant challenges, especially during peak hours. This situation not only causes traffic congestion but also poses a risk of accidents.

Ms. Hoang Thi Binh, a resident of An Phu Ward in Thu Duc City, shared that the local community has grown accustomed to the chaotic and unsightly conditions along Luong Dinh Cua Road over the years.

“During the dry season, we endure clouds of dust, and when the rains come, we are faced with flooding. Our businesses suffer, and our daily commutes are a struggle,” Ms. Binh added. “We eagerly await the completion of this project so that we can finally regain stability in our lives.”

According to the People’s Committee of Thu Duc City, the land acquisition and clearance process for the Luong Dinh Cua Road upgrade and expansion project, as well as the Tran Nao-Luong Dinh Cua intersection, has been completed. Specifically, 154 out of 154 dossiers related to the 15,695.4 square meters of land to be acquired have been settled, achieving a 100% success rate.

Additionally, for the area within the Luong Dinh Cua Road boundary that is part of urban development projects, Thu Duc City has completed the acquisition of 150 dossiers, totaling over 40,751 square meters, with a 100% success rate.

A separate area of over 22,000 square meters, which falls within the boundaries of the An Phu Urban Area project, is currently under review by the People’s Committee of Ho Chi Minh City. They are working with Thu Duc City and relevant departments to propose a solution for its handover to facilitate the construction of the An Phu traffic junction.

To expedite the compensation and site clearance process for the Luong Dinh Cua Road area, the Ho Chi Minh City People’s Committee has instructed the Department of Natural Resources and Environment to coordinate with Thu Duc City, the Department of Finance, the Department of Transport, and other relevant units. They are to work urgently with the project investor to finalize compensation and handover of the remaining land, allowing the Department of Transport to proceed with construction and strive to meet project deadlines, particularly for the An Phu traffic junction in 2025.
