On June 15, Minister of Agriculture and Environment Do Duc Duy presented a thesis at the National Training Conference on the organization and operation of Party organizations, government, Fatherland Front, and political organizations at the communal level (new).

According to Mr. Do Duc Duy, the MARD has proactively reviewed and completed legal regulations and proposed a mechanism for decentralization, delegation, and determination of authority in the assigned state management field. As a result, a total of 1,055 legal documents were reviewed.

Based on this review, the Ministry has identified, classified, and determined 141 competencies belonging to the Government and the Prime Minister, 500 competencies belonging to the Minister of Agriculture and Environment, along with over 1,000 competencies and tasks of local authorities.

In parallel with completing the decrees, the MARD is urgently issuing, within its competence, 18 circulars amending and supplementing; aiming to reduce by more than 30% the time, dossier components, and compliance costs of administrative procedures.

According to Mr. Duy, in the fields of agriculture and environment, 68 competencies and tasks have been decentralized and delegated by the Government to the Minister, mainly tasks of issuing documents guiding the implementation of laws. From the Prime Minister, 48 competencies and tasks were assigned to the Minister, mostly related to the construction of specialized plans and decisions on technical and specialized issues within the management scope.

In addition, 17 competencies and tasks were directly assigned by the Government and the Prime Minister to local authorities, focusing on tasks specific to each locality.

As a result of the delegation and decentralization from the Minister of Agriculture and Environment to local authorities, there are 166 competencies and tasks. The delegated and decentralized competencies belong to 17 main fields.

In the task of determining the competence between the two levels of local government, the Ministry has transferred a total of 192 competencies and tasks from the district level to the new commune level and partly to the provincial level. At the same time, 178 competencies and tasks were transferred from the district level to the commune level, mainly tasks of direct service to the people, individuals, and residential communities. The competencies determined at the district level include 15 fields.

According to Mr. Duy, all these transfers are accompanied by a clear roadmap, specific conditions for implementation, and appropriate supervision and inspection mechanisms. This is an important and strategic step towards building a modern, streamlined, effective, and efficient public administration that is close to the people and serves the people better. Decentralization and delegation are not only an objective requirement of the renewal process but also a breakthrough solution to release resources and maximize the potential and advantages of each locality.
