The recent resolution passed by the National Assembly on the rearrangement of provincial-level administrative units has resulted in the merger of Binh Duong and Ba Ria-Vung Tau into Ho Chi Minh City. Based on the appendix issued with Government Decree No. 128/2025/ND-CP dated June 11, 2025, on the delegation and assignment of state management functions in the field of home affairs, the following minimum wage policy for laborers working under labor contracts in the communal-level areas of Ho Chi Minh City will be applied from July 1, 2025:
Prior to the merger, the majority of laborers in Ho Chi Minh City were subject to Region I’s minimum wage.
Region III includes the following communes: Ngai Giao, Binh Gia, Kim Long, Chau Duc, Xuan Son, Nghia Thanh, Hoa Hiep, Binh Chau, Ho Tram, Xuyen Moc, Hoa Hoi, Bau Lam, Phuoc Hai, Long Hai, Dat Do, Long Dien, and the Con Dao Special Zone.
Region II encompasses the wards of Ba Ria, Long Huong, Tam Long, and the communes of Binh Khanh, An Thoi Dong, Can Gio, and Thanh An.
Region I covers the remaining wards and communes.
Previously, Ho Chi Minh City (before the merger) applied only two minimum wage levels: Region I and Region II (for Can Gio district).
The current minimum wage policy is implemented according to Decree No. 74/2024/ND-CP:

Additionally, Decree No. 128/2025/ND-CP stipulates that when applying the minimum monthly and hourly wage for laborers working for employers based in communal-level areas as specified in the appendix to this Decree, if the minimum wage is lower than that applied before July 1, 2025, employers shall continue to implement the previous minimum wage applied for district-level areas until the Government issues new regulations.
