A BUZZING JOB MARKET: BUSINESSES ARE HIRING
Since the start of the year, the province has created new jobs for 30,360 workers, achieving 52.3% of the annual plan. Of these, 5,075 people were sent to work abroad on contracts, focusing on markets with stable incomes such as Taiwan, Japan, and South Korea. Labor export activities continue to be considered an important channel to help solve employment issues, increase income, and reduce pressure on the domestic market.
In parallel, the Thanh Hoa Province Job Service Center organized four job transactions and career days, with the participation of 75 businesses and more than 2,000 workers. Through these connection activities, 376 people found suitable jobs. At the same time, unemployment benefits were also implemented promptly for 8,337 workers, helping to stabilize the lives of those who lost their jobs.
Labor management has been strengthened to ensure a safe and law-abiding working environment. In the first six months, the province issued new and renewed permits for 1,337 foreign laborers; received and evaluated 319 sets of internal regulations, labor agreements, and documents related to safety conditions in labor production. The functional branches also closely monitored the labor relations situation, promptly resolving work stoppages and preventing the occurrence of hotspots that could affect business operations.
Labor inspections were conducted at 15 businesses and service establishments. As a result, the authorities administratively handled three units with a fine of VND 185 million and investigated three labor accident cases. A company was fined VND 25 million for violating labor safety regulations.
COMPREHENSIVE SUPPORT: FROM POLICIES TO BENEFITS FOR WORKERS
Along with the task of solving employment issues, the functional branches of the province also deployed social security policies fully and promptly. More than 64,000 people with meritorious services and their families were paid monthly allowances, with a total cost of over VND 205 billion. In addition, the province also settled 1,434 dossiers proposing to enjoy funeral allowance benefits, organized convalescence for more than 32,000 people, and searched for and collected 21 remains of Vietnamese volunteer soldiers and experts who sacrificed their lives in Laos for burial at the Dong Tam International Martyrs’ Cemetery (Ba Thuoc district).
Trade unions at all levels in the province also demonstrated their role in accompanying workers through practical activities. According to Mr. Vo Manh Son, Chairman of the Vietnam General Confederation of Labor of Thanh Hoa province, from the beginning of the year to now, nearly 890,000 union members and workers have been visited and given gifts, with a total cost of more than VND 215 billion. Trade unions at all levels have signed cooperation agreements with units providing products and services with discounts for more than 40,000 union members, helping to save about VND 5.8 billion in living expenses.
Trade unions at all levels also promoted the propagation and dissemination of policies and laws and improved the knowledge and living skills of workers. More than 400,000 people have been propagated and disseminated about the Party’s guidelines and State policies. In addition, 12 specialized training courses on labor safety and hygiene and trade union skills were organized for more than 3,500 workers; 1,915 articles and 22 videos were posted on trade union media channels to spread useful information to workers.

Participation in policy-making and protection of workers’ rights has been promoted. Since the beginning of the year, 2,563 state agencies and businesses have organized conferences of officials, employees, and workers, reaching 100%. There were 75 non-state enterprises that organized labor conferences, reaching 66.1%. Seventy-five enterprises signed new collective labor agreements, and 38 units negotiated to increase the value of meals for workers, showing a trend of improving welfare in the business block.
Emulation movements among workers have been deployed extensively. Accordingly, more than 1,000 people have been awarded the title of “Grassroots Warrior,” and 32 individuals have been awarded the Certificate of Creativity by the Vietnam General Confederation of Labor. One collective and two individuals were recommended for commendation by the Government, and two individuals were recommended for the Third-Class Labor Medal.
In the first six months, Thanh Hoa province established 46 new trade union branches and admitted 17,696 union members. Twenty-one training courses were held for more than 15,000 trade union officials, contributing to improving the capacity and effectiveness of trade union operations. Since the beginning of the year, 576 outstanding union members have been admitted to the Party. Trade unions at all levels have coordinated to conduct 185 supervision sessions, contributing to improving the state management efficiency of labor and protecting the legitimate rights and interests of workers.
“We clearly define that workers are at the center of all trade union activities. Therefore, it is necessary to continue to innovate methods of caring for and protecting workers in a practical, effective, and sustainable direction,” said Mr. Vo Manh Son.

This indicates a mild deterioration in business conditions, presenting a challenging landscape for the industry as the year drew to a close.
