According to the EIA report published in June 2025, the project was approved by the People’s Committee of Ha Nam province for a detailed construction plan with a scale of 1/500 in 2018, covering a total study area of 191.4 hectares. The Ministry of Natural Resources and Environment approved the environmental impact assessment report (EIA) in 2019, and the Prime Minister approved the investment policy in 2020.

In 2023, the project was approved for adjustments to the investment policy, adding objectives and characteristics to establish an entertainment area, thereby diversifying entertainment services to cater to a wider range of audiences and aligning with the development orientation of Kim Bang urban area.

Following the 2023 adjustments, the project’s land use structure was modified as follows: land for golf course and auxiliary facilities accounts for 156.65 hectares; land for management and hotel area (5-6 stories high) is 2.63 hectares; land for entertainment area is 7.3 hectares; land for rental villas is 17.59 hectares; and land for trade and services is 3.25 hectares. The project is expected to serve approximately 600 tourists per day.

The total area of production forests and natural protective forests within the project is over 17.4 hectares. The project has currently completed about 50% of the construction work. The site clearance area of the project has reached nearly 177.5 hectares out of the total implementation area of 186.1 hectares. Of this, approximately 170.6 hectares have been handed over in four phases.

The total investment capital is VND 4,996 billion, and the progress is divided into two phases: Phase 1 (including 18 holes in the south and the clubhouse) from Q4/2023 to Q4/2028 and Phase 2 (18 holes in the north) from Q1/2024 to Q4/2028.

Through the environmental impact report, the investor requests the relevant authorities to facilitate the completion of legal procedures to continue implementing the next steps so that the project can be put into operation soon.

The investor of the Golf Paradise project has a charter capital of VND 1,000 billion, headquartered in Kim Bang town, Ha Nam province. The Chairman of the Board of Directors and legal representative is Ms. Vu Thi Hay. The enterprise has issued bonds PGCBOND.2020 worth VND 2,681 billion, which were fully repaid in early 2023.
