Sunshine Sky City is one of the two recently unblocked projects by Sunshine Group, featuring nine luxury apartment towers, a commercial and service complex, and “hotel-standard” 4.0 apartments by the river in District 7, Ho Chi Minh City. With its Led Matrix system, it brings a modern and technologically advanced urban facade to the area.

Vietnam’s institutional reform journey has never witnessed such decisive and rapid progress as it does today. On May 4, 2025, the Politburo issued Resolution 68, marking a strategic shift by recognizing the private sector as the most important driver of the economy. Just over a week later, on May 17, 2025, the National Assembly passed Resolution 198, and on the same day, the Government promptly issued Resolution 139 to implement the National Assembly’s resolution.

It is evident that the entire political system is embracing innovation with a clear shift in governance thinking and a determined “act now, not later” mindset. The aim is to remove institutional barriers, improve the business environment, and unleash resources for the private sector. This is not only a strong commitment by the Party and the State but also a foundation for promoting comprehensive economic development, including the real estate sector, which plays a pivotal role in the country’s growth.

Actively supporting businesses and unblocking two large-scale projects in District 7, Ho Chi Minh City

In Ho Chi Minh City, the country’s economic locomotive, this spirit is being materialized through the review and unblocking of numerous key projects. Notably, the “High-rise Housing Project in Phu Thuan Ward, District 7” (trade name Noble Crystal Riverside) and the “Housing Project in Tan Phu Ward, District 7” (trade name Sunshine Sky City) stand out.

Both Sunshine Sky City (left) and Noble Crystal Riverside (right) are being developed by Sunshine Group in the south of Ho Chi Minh City. With their legal hurdles cleared, the projects now encompass a total of 21 towers, nearly 1,150,000 square meters of floor area, and over 6,500 premium products. They are estimated to generate a total revenue of over VND 50,000 billion for the Group, significantly contributing to state budget revenues and boosting GDP growth for Ho Chi Minh City and Vietnam.

According to the conclusions of the Ho Chi Minh City People’s Committee at two meetings on May 17 and May 22, 2025, with the participation of departments, branches, and the People’s Committee of District 7, the city has directed a series of key contents related to the two projects. These include promoting the completion of the legal framework, guiding the enterprise and relevant agencies in reviewing and completing the entire legal process, and thoroughly resolving difficulties and obstacles. This ensures that the enterprise fulfills its obligations so that the projects can be implemented effectively, in compliance with laws and on schedule.

Unblocking administrative obstacles to foster sustainable market development

Previously, both Sunshine Sky City and Noble Crystal Riverside were under construction and even ahead of schedule for Sunshine Group in terms of eligible categories. In addition to Tower S1, which has been operational, Towers S2, S3, and S4 of Sunshine Sky City have been topped off and are expected to be handed over in the fourth quarter of 2025. Noble Crystal Riverside completed and delivered Towers B and C at the end of 2023. However, due to legal procedure obstacles, the remaining towers could not be implemented despite the availability of resources and synchronized infrastructure, affecting the business opportunities of the enterprise and causing significant national land resource waste. As a result, the investor could not effectively contribute to the state budget as expected.

With the latest directions from Ho Chi Minh City, the two projects will be vigorously restarted in the second quarter of 2025. Sunshine Group’s swift implementation after the unblocking will expedite the projects’ progress toward their planned completion, generating an estimated total revenue of over VND 50,000 billion for the Group. Additionally, they will contribute thousands of billions to the state budget, create jobs, promote social security, and shape a modern and synchronized urban landscape for District 7 and Ho Chi Minh City.

Notably, in a context of declining housing supply, the addition of thousands of genuine value apartments with transparent legal status will effectively regulate the market, practically supporting the homeownership dreams of tens of thousands of citizens.

Sunshine Sky City comprises nine towers ranging from 26 to 38 floors, offering 3,455 premium products. Located adjacent to the Ca Cam River, it boasts over 12,000 square meters of water space and extensive green landscapes.
