Provincial Enterprise Xuan Truong Proposes Ambitious Infrastructure Projects for Ninh Binh Province
According to VietNamNet, Provincial Enterprise Xuan Truong has proposed a series of ambitious infrastructure projects for the newly established Ninh Binh Province. The enterprise has requested to invest in an international airport, two major roads, and nine bridges in the region, using only local budgets and socialized capital from enterprises, without relying on central government funds.
Specifically, Xuan Truong has put forth a proposal to invest in and construct an international airport in Yi Yen County, Nam Dinh Province, or an alternative location to be determined by the Ministry of Construction. The proposed airport would be approximately 100km from Noi Bai International Airport, as indicated by Google Maps.
In addition, the enterprise, in collaboration with Ninh Binh Province, plans to build two eight-lane roads connecting the Tràng An-Bái Đính heritage site (the center of Ninh Binh) with Nam Dinh and Phu Ly. They also aim to construct nine bridges over the Day and Hoang Long rivers to realize the vision of Ninh Binh becoming the cultural and tourist center of Vietnam. The construction of the two roads and nine bridges is expected to be completed within 12 months.
The enterprise justifies these proposals by emphasizing the unique characteristics of the newly established Ninh Binh Province, which encompasses three provinces: Ninh Binh, Nam Dinh, and Ha Nam. They believe that this region will become the center of Buddhism, Catholicism, and Dao Mau in Vietnam and globally, owing to the presence of two of the world’s largest temples: Tam Chuc and Bai Dinh.
Additionally, the new Ninh Binh Province boasts two UNESCO World Heritage Sites: Trang An-Bai Dinh and the Tam Chuc-Van Long tourist complex. With a growing number of domestic and international tourists, Ninh Binh aims to attract 12 million visitors in 2024 and strives for a target of 20 million annual visitors in 2025.

Provincial Enterprise Xuan Truong has committed to transforming the landscape of Ninh Binh Province with the proposed international airport, road, and bridge projects. They envision a modern city alongside the river in Yi Yen and a historic city in Hoa Lu.
The enterprise estimates that the riverfront city of Yi Yen will attract approximately 10 million domestic and international tourists annually.
Prior to this proposal, Xuan Truong is known for its involvement in the development of large-scale spiritual tourism projects, including the 12,000-hectare Trang An-Bai Dinh tourist area and the 5,200-hectare Tam Chuc tourist area, as well as numerous transportation infrastructure projects nationwide.
On June 15, a representative from the People’s Committee of Ninh Binh Province stated that they had not received any official proposals or documents from the enterprise regarding the construction of an international airport, as circulated on social media. They acknowledged the potential socio-economic benefits of such a project but emphasized that only four out of 22 airports in Vietnam are currently operating profitably.
The representative added that if the Central Government includes the airport in their planning, Ninh Binh Province would be determined to make it a reality.
