Can Tho City has selected 13 communal-level administrative units to pilot a new organizational model following the merger and elimination of the district level. On the very first day of the pilot launch (June 19th), Mr. Truong Canh Tuyen, Chairman of the Can Tho People’s Committee, inspected and directed the process at the People’s Committee of Truong Xuan Commune (Thoi Lai District, a merger of Truong Xuan A, Truong Xuan B, and Truong Xuan communes).

Mr. Tuyen emphasized that there is a lot of work to be done in the coming days, but the localities need to step up propaganda about the activities of the two-level local government, which will officially come into effect on July 1st. Also, from this date onwards, the handling of administrative procedures will not be differentiated by administrative boundaries, and the communes will guide citizens to carry out these procedures online, ensuring a good infrastructure to serve the effective operation of the new communes.

“Continue to efficiently handle administrative procedures for citizens and businesses, without resting for a second or a minute if citizens are in need. Don’t let the merger become an excuse to make citizens wait. When the new commune officially operates from July 1st, there may be an increase in the number of citizens coming for procedures, so the one-door division must actively receive and resolve their issues,” Mr. Tuyen instructed.

At Hung Phu Ward (Cai Rang District), Mr. Duong Tan Hien, Vice Chairman of the Can Tho People’s Committee, also directly attended the pilot meeting of the new ward. Mr. Hien stated that the documents and reports on the upcoming tasks should not merely combine the reports of the three former wards; instead, they should evaluate the strengths of each ward, identifying the links, synergies, and complementarities to leverage their advantages and create a comprehensive resource for the new development space.

Mr. Hien also requested that the communes and wards closely follow and thoroughly study the regulations and guidelines of the Central Government and the City to arrange the organization towards a streamlined, efficient, and effective structure. At the same time, they should pay attention to socio-economic development and take care of the people’s lives.

“Don’t get too caught up in organizational restructuring and neglect economic development. All work must be carried out continuously and smoothly, without interruption. Ensure that the rearrangement does not affect other tasks, and conduct clear handovers. Also, show care and encouragement to the lives of officials, civil servants, and public employees, and fully implement policies and regimes,” Mr. Hien said.

The communes and wards selected by Can Tho to pilot the new organizational model following the restructuring include Tan An, Cai Khe, Hung Phu, Long Tuyen, O Mon, and Trung Nhut Wards, as well as Truong Xuan, Truong Thanh, Truong Long, Thoi Hung, Thanh Phu, Vinh Thanh, and Thanh An Communes.

The pilot operation includes organizing meetings of the Executive Committee, the Standing Committee, the People’s Council sessions, the People’s Committee, and the Commune-level Public Service Center.

This pilot aims to familiarize the localities with the new model, allowing them to draw experiences and overcome limitations or urgent issues to ensure a smooth official operation of the new communes from July 1st onwards.
