This official dispatch aims to implement the Government’s Decree No. 120/2025/ND-CP dated June 11, 2025, along with guidance from the Ministry of Justice in Documents No. 1866/BTP-PLHSHC dated April 9, 2025, and No. 2527/BTP-TCCB dated May 8, 2025.

In the field of civil status and adoption, the city directs the Public Administration Service Center to adjust the Public Administration Procedure Handling Information System. This includes connecting with the National Civil Status Registration and Management System and the National Public Service Portal according to the new commune-level administrative units. This ensures that online procedures for citizens remain uninterrupted.

The Department of Justice is assigned to guide, inspect, and handle any arising issues. They will also review the accounts of the Civil Status Registration and Management System granted to the People’s Committees at the district and commune levels. Additionally, they will deactivate/delete the accounts of civil status officials who have transferred or left their positions and issue new system accounts to civil status officials at the new commune-level administrative units.

The Department of Home Affairs, in coordination with the Department of Justice, will review the team of judicial officials and direct the City Historical Archives Center to receive civil status registers and adoption registration books from the district-level People’s Committees.

The Department of Finance and the Department of Science and Technology, in collaboration with the Office of the City People’s Committee, will ensure resources, information technology infrastructure, and network connections for online meetings between the Department of Justice and the 126 new commune-level People’s Committees. This will guarantee smooth, stable, and secure information transmission.

The city requires district-level People’s Committees to take responsibility for reviewing, statistics, transferring, and archiving civil status registers, adoption registration books, and civil status and adoption registration dossiers, including cases with foreign elements. They will also lock the currently used civil status and adoption registration books at 5:00 PM on June 30, 2025.

The commune-level People’s Committees, in charge of archiving, preserving, exploiting, and utilizing civil status and adoption registration books and dossiers, will lock the currently used books at 5:00 PM on June 30. On July 1, the new commune-level People’s Committees will open new civil status and adoption registration books, Volume No. 01, with the first registration number being 01.

In cases where the area and population of a commune-level administrative unit are divided and merged into multiple new administrative units, the People’s Committee of the divided commune will organize and arrange all registration books and dossiers for transfer and storage at the new unit that inherits most of the old commune’s area and population.

Regarding marital status verification, when receiving a request/proposal for verification in cases where the requester has previously registered their permanent residence in a previous commune-level administrative unit, the unit receiving the transferred civil status books is responsible for responding to the marital status verification.

The transfer of civil status books, civil status and adoption registration dossiers will follow a specific timeline: before June 20, 2025, complete the transfer of civil status and adoption books and certification dossiers from 2024 and prior years. At 5:00 PM on June 30, 2025, transfer the dossiers for the year 2025.

The handover of civil status and adoption registration books and dossiers must be recorded in a minutes document. The receiving party is responsible for managing, archiving, exploiting, using, and publicly disclosing the information about the agency receiving the civil status and adoption registration books and dossiers. This ensures that citizens are aware and can contact the relevant agency when they need to perform administrative procedures.

In the field of certification, the District-level Justice Division will transfer certification dossiers, books, papers, and certified documents from 2024 and prior years to the representative of the new commune-level People’s Committee where the old district-level People’s Committee headquarters was located. This should be completed before June 20, 2025, and the 2025 dossiers should be transferred by 5:00 PM on June 30, 2025. Similarly, the commune-level People’s Committees will also carry out the transfer to the representative of the new commune-level People’s Committee according to the corresponding timeline.
