Minister of Industry and Trade Provides Clarifications on Economic and Social Issues

On the afternoon of June 17, Minister of Industry and Trade Nguyen Hong Dien provided clarifications on several issues raised by the National Assembly deputies during the discussion on economic and social affairs.

Insufficient Deterrent Measures

Minister Nguyen Hong Dien acknowledged that despite the efforts of ministries, sectors, and localities in combating counterfeit and substandard goods, with tangible results, the situation remains complex.

He attributed the problem to the high profitability of trading counterfeit and pirated goods, which attracts many participants. The violations are becoming more sophisticated, exploiting high technology to commit fraud in the electronic cyberspace. Meanwhile, human and material resources are limited, and coordination between agencies is sometimes not well-synchronized.

Additionally, according to the Minister, the current sanctions are not stringent enough to serve as a deterrent. Furthermore, a section of officials in certain sectors and fields, despite being entrusted with responsibilities, have degenerated and colluded with violators.

To address this situation, the Minister of Industry and Trade stated that in the coming time, the ministry will continue to advise on perfecting policies and laws, clearly defining the responsibilities and coordination mechanisms of ministries, sectors, localities, and functional agencies; enhancing the effectiveness of supervision and inspection, and submitting the Law on Electronic Commerce to the National Assembly for approval during the 10th session to strengthen management.

Moreover, it is necessary to enhance the sense of responsibility in performing public duties, strengthen compulsory post-inspection, and perfect the mechanism to support the market management force in localities to fulfill their assigned tasks.

Concurrently, propose stringent deterrent measures; intensify communication, propagation, and guidance for enterprises and business households to comply with the law, and advise consumers.

Tight Management of Livestream Sales Activities to be Implemented Soon

Regarding the handling of commercial fraud, counterfeiting, and piracy in the electronic commerce environment, the Minister of Industry and Trade assessed that control and handling are facing more difficulties compared to the traditional business environment. Meanwhile, the current regulations do not have sanctions for new sales and advertising models, such as livestreaming or other forms. In addition, the penalties are not stringent enough.

To rectify this, Minister Nguyen Hong Dien shared that in the near future, the Ministry of Industry and Trade will urgently complete the dossier for the Law on Electronic Commerce and submit it to the National Assembly and the Government.

Accordingly, the Ministry of Industry and Trade proposes to clarify the responsibilities of ministries, sectors, localities, and functional agencies regarding electronic commerce activities and livestream sales models.

At the same time, there will be increased decentralization and delegation of authority to localities in managing electronic commerce transactions.

The Ministry of Industry and Trade will also continue to coordinate with inter-sectoral units in inspecting and handling violating goods. Proactively screening and handling the exploitation of livestream and e-commerce application websites to trade counterfeit, pirated, and substandard goods.

“In addition, the Ministry of Industry and Trade will also intensify guidance for people and enterprises to purchase products and goods with clear origins and assured quality,” said Minister Nguyen Hong Dien.

Strategy for Developing Logistics Services to be Finalized Soon

Regarding solutions to reduce logistics costs, Minister Nguyen Hong Dien shared that the Ministry of Industry and Trade has coordinated with relevant ministries and sectors to build and perfect the Strategy for Developing Logistics Services for the period of 2025-2035, with a vision towards 2050, which is expected to be submitted to the Government in June.

The strategy proposes several key solutions, including upgrading transportation infrastructure and building large, modern logistics centers to reduce transportation time and costs.

Simultaneously, improving the institutional and business environment to create favorable conditions for production enterprises and logistics enterprises, especially in customs clearance procedures for goods at border gates.

Promoting regional linkage to connect production and market, increasing cargo volume, and accelerating circulation speed.

Along with that, there will be policies to support logistics enterprises in enhancing their competitiveness, improving service quality, and promoting investment and market expansion for logistics.

Emphasis will be placed on enhancing the quality of human resources for the logistics services sector and promoting the application of digital technology, especially AI, in key services such as port management, warehouse management, multimodal transport, and last-mile delivery.

Finally, the role of associations will be enhanced, and pioneering enterprises in the field of logistics will be developed.
