The Vietnamese government has recently issued Decree No. 156/2025/ND-CP, dated June 16, 2025, amending and supplementing several articles of Decree No. 55/2015/ND-CP on credit policies to serve the development of agriculture and rural areas (as previously amended and supplemented by Decree No. 116/2018/ND-CP).
Decree 156 introduces significant increases in the maximum loan amounts without collateral for individuals, households, cooperative groups, cooperatives, and farm owners to better meet the capital needs of agricultural production. Specifically, the maximum loan amount without collateral for individuals and households has been raised from 100 million to 300 million VND, while cooperative groups and business households can now borrow up to 500 million VND without collateral. Farm owners can access up to 3 billion VND, and cooperatives and cooperative unions can borrow up to 5 billion VND without collateral.
These changes are illustrated in the accompanying table and image, which highlight the increased loan amounts and the potential benefits for borrowers.

In addition to these increases, Decree 156 also simplifies administrative procedures and makes it easier for borrowers to access loans from credit institutions. Specifically, the new regulations eliminate the requirement for a confirmation letter regarding land use rights and land disputes from the People’s Committee at the commune level. Furthermore, the submission of land use right certificates and ownership certificates of assets attached to the land during the unsecured loan period will now be agreed upon between the borrower and the credit institution, rather than being mandatory.
Regarding debt restructuring, maintaining debt groups, and provisioning for bad debts, the State Bank of Vietnam is authorized to issue specific guidance. This guidance will address debt restructuring for loans maintained in the same debt group under Decree 55 and provide instructions on debt classification and provisioning to align with the Law on Credit Institutions and related legal documents.
The new decree also stipulates that in cases where borrowers suffer losses due to objective and unforeseeable reasons and are eligible for multiple support policies from the state budget, they can only choose one policy to benefit from.
These amendments and supplements in Decree 156 aim to address the practical capital needs of agricultural production and further promote the effectiveness of rural credit policies.
