The Hai Phong authorities recently carried out a forceful land retrieval and asset relocation measure, ensuring the timely implementation of key projects in the area. Specifically, seven households were subject to compulsory land retrieval for two vital projects: the new urban area project in Duong Kinh district and Kien Thuy district, and the Hai Phong road axis project in Hoa Nghia ward, Duong Kinh district.

As of now, six households from the new urban area project and one household from the Hai Phong road axis project have yet to agree to hand over their land and relocate their assets for the projects to proceed.
The land retrieval site is located in Hoa Nghia ward and involves several land lots outlined in the land map number TD 617-2023 (scale 1/1000), approved by the Department of Natural Resources and Environment on November 27, 2023, and TD 304-2023-TL (scale 1/500), prepared by the Center for Technical Data, Information Resources, and Environment on October 5, 2023.
The new urban area project in Duong Kinh and Kien Thuy districts, commercially known as Vinhomes Golden City, is developed by Vinhomes JSC. This fifth Vinhomes project in Hai Phong spans 240 hectares in Hoa Nghia ward (Duong Kinh district) and Dong Phuong and Dai Dong communes (Kien Thuy district). With a projected investment of 23,218 billion VND, the project encompasses low-rise and high-rise residences, public facilities, commercial services, schools, and healthcare infrastructure, offering approximately 6,300 commercial housing units.
The Hai Phong road axis project, stretching from Road 353 to Hai Phong Intersection in Hoa Nghia ward, Duong Kinh district, carries a total investment of nearly 147 billion VND funded by the Hai Phong city budget.
To facilitate these projects, Duong Kinh district retrieved a total land area of 27,446.7 square meters. This includes 17,998.5 square meters of land for transportation, irrigation, and community centers managed by the People’s Committee of Hoa Nghia ward. Additionally, 447.3 square meters belonged to the Limited Company of Irrigation Construction Exploitation No. 4, and the remaining 8,940.1 square meters involved 170 households.
