Prime Minister Pham Minh Chinh’s directive was given at a meeting to propagate and implement the instructions of the Politburo and General Secretary To Lam on focusing on key tasks to deploy a two-tier local government model from July 1st.

The Prime Minister requested that ministries and sectors review and finalize legal documents within their jurisdiction to ensure the smooth operation of the two-tier local government, avoiding legal loopholes, overlapping duties, and promptly addressing any arising issues.

He urged the swift issuance of a circular on decentralization and delegation of authority by field before June 25th. This includes reviewing, amending, supplementing, or repealing directives and guidelines to ensure consistency with new regulations, enhancing standing committees’ activities for timely responses to local inquiries, and providing a handbook to guide commune-level tasks.

The Head of the Government instructed localities to report specifically on resolving policies, benefits, and payments for officials, civil servants, public employees, and laborers affected by the restructuring. For those already granted retirement, the process must be completed by June 30th.

The Prime Minister also emphasized addressing multiple issues during the arrangement and implementation of the two-tier local government model, including finances, assets, infrastructure, and working conditions. He further stressed the importance of ensuring information technology systems, equipment, networks, and activities related to digital transformation.

Particularly, he urged the execution of tasks outlined in Plan 02, dated June 19, 2025, by the Central Steering Committee for Science, Technology, and Innovation, and Digital Transformation. This plan aims to promote synchronized, efficient digital transformation to meet the requirements of restructuring the political system’s organization.

Accordingly, from now until June 30, 100% of administrative procedures under the authority of ministries, sectors, and localities will be synchronized and unified on the administrative procedure handling information systems at the ministerial and provincial levels.

The Prime Minister instructed all ministries, sectors, and localities to upgrade and configure information systems for activities, direction, and administration to meet the requirements of administrative unit rearrangement and the implementation of the two-tier local government model.

He also mentioned the task of ensuring the provision of 25 online public services integrated into the National Public Service Portal to serve citizens and businesses and providing 982 online public services, with an average of at least 10 dossiers per service per year per province.

The Head of the Government also noted the arrangement of headquarters, equipment provision, leadership assignment, human resources, and infrastructure network for the stable operation of the Provincial and Commune-level Public Service Centers according to the new government model.

For the period from July 1 to December 31, the Prime Minister requested the centralized provision of online public services on the National Public Service Portal for all eligible administrative procedures. This should be done uniformly and synchronously nationwide, gradually replacing individual online public services at the provincial level.
