The Department of Corruption, Economic, and Smuggling Investigation (C03) under the Ministry of Public Security is investigating a case of “Fraudulent Appropriation of Property, Bribery, and Corruption” involving Egroup Education Group Joint Stock Company, Egame Investment and Distribution Joint Stock Company, Nhat Tran Commercial Services Joint Stock Company, and related units.
According to investigations, from 2015 to 2023, Nguyen Ngoc Thuy (Chairman and CEO of Egroup Corporation and Egame Company, commonly known as Shark Thuy) and related individuals engaged in fraudulent activities by selling fake shares of Egroup Corporation.
In this case, Mr. Nguyen Ngoc Thuy has been charged with two offenses: Fraudulent Appropriation of Property and Bribery.

The Investigation Police Agency of the Ministry of Public Security has determined that shareholders of Egroup Corporation at the time of the indictment are considered victims. These individuals have been asked to coordinate with the local Economic Police, as indicated on the contracts for the purchase and transfer of shares, to provide information and statements for further proceedings.
On August 23, 2024, the Economic Police Department issued a notice to search for victims through various media outlets. However, many victims have not yet come forward or provided relevant information and documents.
To facilitate the investigation process and ensure the rights of the victims are protected before the end of the investigation on July 1, 2025, the Economic Police Department requests that victims who invested in purchasing Egroup Corporation’s shares with outstanding debts and are currently residing in Hanoi to promptly coordinate with the Hanoi Police (address: 382 Kham Thien Street, Tho Quan Ward, Dong Da District) or the local police where they reside, to provide information related to the purchase and sale of shares.
For victims who are unable to schedule an appointment or reside in other provinces or cities, the Economic Police Department requests that they access the Ministry of Public Security’s portal to download and fill out the “Statement” form issued by the Investigation Agency of the Ministry of Public Security. The completed form should be signed, confirmed, and sent directly via postal mail to Room 6/C03, 47 Pham Van Dong, Mai Dich Ward, Cau Giay District, Hanoi (contact Investigator Ta Quang Huy, phone number 0967844475) for consideration and resolution.
If the victims do not coordinate and provide information and documents before the end of the investigation (July 1, 2025), the Investigation Police Agency of the Ministry of Public Security will not have a basis for consideration and resolution.
