The Hanoi People’s Committee has assigned the district-level People’s Committees as investors in hundreds of budget investment projects. To implement and manage these projects, the districts have established District Project Management Boards as investor representatives.

The expansion project of Tam Trinh Street, invested by Hoang Mai District People’s Committee, is still under construction.
However, following the directive to reorganize administrative agencies towards a “streamlined” structure, these district-level People’s Committees and their affiliated Project Management Boards will cease operations from July 1st. The districts are coordinating with relevant units to determine the future direction of these projects and ensure uninterrupted or delayed construction progress.
In Hoang Mai District, including ongoing, newly started, and planned projects for 2025, the District Project Management Board is implementing more than 110 budget investment projects. Among these are several transportation projects: the expansion of Tam Trinh Street with a total investment of over VND 2,000 billion; the construction of Minh Khai – Vinh Tuy – Yen Duyên Street connecting Ring Road 2.5 with Ring Road 3; and the construction of a road to Linh Nam local market…
According to Tien Phong reporters’ observations, these projects are still in the construction and completion phases, with the expansion of Tam Trinh Street, from Ring Road 2 to Ring Road 3, only about 40% complete, and the construction site remains cluttered.
Commenting on the status of these projects, Mr. Giang Chi Trung, Director of the Hoang Mai District Project Management Board, said that the contractors and construction units are working according to the plan. The Board will perform its management role (as the investor) until June 30, after which a new project management agency will take over.
Handover to the new ward-level and commune-level authorities
Regarding major transportation projects where the district-level People’s Committees are playing the role of investors or investors of a component project, representatives of these committees stated that they would only carry out this role until June 30, after which new local authorities would take over.
For the West Thang Long Boulevard project (from Tay Ho to Son Tay) with a length of 33 km, the section from Ring Road 3 to Minh Khai Ward is managed by the Bac Tu Liem District People’s Committee as the investor. Due to land clearance issues, the project has been delayed for several years, and the latest completion date provided by the investor is October 10, 2025. However, with more than 300 households and buildings yet to be cleared, along with the cessation of the district-level People’s Committee’s operations from July 1, this deadline seems unlikely to be met.

The West Thang Long Boulevard project, managed by Bac Tu Liem District, is planned to be handed over to the new Dong Ngac Ward.
In large transportation projects such as the Tu Lien Bridge project, the expansion of National Highway 6, and the expansion of National Highway 1 from Van Dien to Thuong Tin, the site clearance tasks for these projects have been assigned to the district-level People’s Committees as component project investors. However, some projects have been underway for several years, but the site clearance has not been completed by the districts. For the expansion of National Highway 6, Chuong My District has only cleared 70% of the required area; Thanh Tri District has cleared about 80% for the expansion of National Highway 1; and for the Tu Lien Bridge project, Tay Ho District has only worked on the paperwork without starting actual site clearance.
Regarding the implementation direction and the units that will take over the management of these transportation projects, representatives of the district-level People’s Committees and Project Management Boards (investors) stated that the districts are reviewing the progress and construction volume to prepare handover documents for the new ward-level and commune-level authorities where the projects are located, effective July 1, 2025.
Specifically, for the expansion of Tam Trinh Street, Mr. Giang Chi Trung, Director of the Hoang Mai District Project Management Board, said that they are in the process of handing over the necessary documents and construction volume calculations to the new Hoang Mai Ward. Regarding the site clearance component project in Tay Ho District (inner city), Mr. Nguyen Dinh Khuyen, Chairman of Tay Ho District People’s Committee, stated that they are finalizing the paperwork for handover to the new Hong Ha Ward.
For the Thang Long Boulevard project, the Bac Tu Liem District People’s Committee will hand over the entire project, including its current status, to the new Dong Ngac Ward.
