The Hanoi People’s Committee has issued Decision 3091 on the allocation of approximately 383,200m2 of land (38.32 ha) in Vat Lai, Ba Vi District, to Ao Vua Joint Stock Company for the implementation of the Vinh Hang Cemetery Park Expansion Project, phase 2.
The location and boundaries are determined by the 1/500 scale master plan for land use of the Vinh Hang Cemetery Park Expansion Project, phase 2, developed by PARABOL Joint Stock Company and approved by the Ba Vi District People’s Committee, without undergoing land-use auction.
Of the total land area allocated, over 29.2 ha will be utilized for the construction of auxiliary works, services, technical facilities, parking lots, greenery, water bodies, roads, and burial land to be exploited and utilized by the investor. Additionally, more than 9 ha of burial land will be under the exploitation rights of Hanoi city. The decision also mentions the stable long-term land use with land use fees.
Upon completion of the infrastructure construction, the investor is responsible for handing over the facilities to the city for exploitation and utilization as per regulations.

Ao Vua Joint Stock Company is responsible for proactively determining and paying land use fees, as well as completing land registration and construction permit procedures. The company must ensure the land is used for the right purpose, within the defined boundaries, and in compliance with financial obligations and legal regulations.
Within 12 months from the handover, the land must be put into use. If the land remains unused or the progress of land use falls behind the schedule specified in the investment project by 24 months from the date of onsite handover, Ao Vua Joint Stock Company will be granted a 24-month extension.
If, at the end of the extension period, the company still fails to utilize the land or uses it for purposes other than those specified in this Decision, the Hanoi People’s Committee will revoke the land without compensation.
Relevant agencies, including the Department of Agriculture and Rural Development, the Tax Department, the Department of Construction, the Department of Finance, the Land Registration Office, the People’s Committee of Ba Vi District, and Vat Lai Commune, are assigned to guide, inspect, supervise, and handle any violations related to this project.
