The National Assembly’s Supervision Program for the year 2026, as adopted by the National Assembly on the afternoon of June 24, during the first session of the 16th term, includes the following key areas of focus:
At the first session of the 16th National Assembly, a report on the results of the election of deputies to the 16th National Assembly and People’s Councils at all levels for the term 2026-2031 will be considered. Additionally, a report on the supervision of the settlement of voters’ proposals sent to the 10th session of the 15th National Assembly will be reviewed.
The government will present reports on the supplementary evaluation of the implementation of the socio-economic development plan and the state budget in 2025, as well as the implementation of the socio-economic development plan and the state budget in the first months of 2026. Reports on state finances for 2024, the settlement of state budget accounts for 2024, and the practice of thrift and anti-waste in 2025 will also be examined.
The implementation of National Assembly Resolution No. 172/2024/QH15 dated November 30, 2024, on the policy of investing in the North-South high-speed rail project, and Resolution No. 187/2025/QH15 dated February 19, 2025, on the policy of investing in the Lao Cai-Hanoi-Hai Phong railway project will be assessed.

At the second session of the 16th National Assembly, the government will present reports on the implementation of the socio-economic development plan and the state budget in 2026, along with proposals for the socio-economic development plan and state budget estimates for 2027, including the allocation of the central government budget for 2027.
Reports on corruption prevention, crime prevention and law violations, execution of judgments, and handling of denunciations will be examined. The government will also present reports on the implementation of social insurance policies and the management and use of the Social Insurance Fund in 2025, as well as the management and use of the Health Insurance Fund in 2025.
The implementation of National Assembly Resolution No. 66/2013/QH13 dated November 29, 2013, and the plan for the next phase of the Ho Chi Minh Road project will be assessed. Additionally, the implementation of National Assembly resolutions related to the Long Thanh International Airport project, including Resolution No. 94/2015/QH13 dated June 25, 2015, Resolution No. 38/2017/QH14 dated June 19, 2017, Resolution No. 53/2017/QH14 dated November 24, 2017, Resolution No. 95/2019/QH14 dated November 26, 2019, Resolution No. 110/2023/QH15 dated November 29, 2023, and Resolution No. 174/2024/QH15 dated November 30, 2024, will be evaluated.
The implementation of National Assembly Resolution No. 52/2017/QH15 dated November 22, 2017, on the policy of investing in the construction of some sections of the North-South expressway in the East in the period of 2017-2020, and Resolution No. 44/2022/QH15 dated January 11, 2022, on the policy of investing in the construction of the North-South expressway project in the East in the period of 2021-2025 will be assessed.

The National Assembly will also examine the implementation of Resolution No. 56/2022/QH15 dated June 16, 2022, on the policy of investing in the construction of the Hanoi Capital Region’s Ring Road 4 project, Resolution No. 57/2022/QH15 dated June 16, 2022, on the policy of investing in the construction of Ho Chi Minh City’s Ring Road 3 project, Resolution No. 58/2022/QH15 dated June 16, 2022, on the policy of investing in the construction of the Khanh Hoa-Buon Ma Thuot highway project (phase 1), Resolution No. 59/2022/QH15 dated June 16, 2022, on the policy of investing in the construction of the Bien Hoa-Vung Tau highway project (phase 1), and Resolution No. 60/2022/QH15 dated June 16, 2022, on the policy of investing in the construction of the Chau Doc-Can Tho-Soc Trang highway project (phase 1)
At the second session, the National Assembly will also consider a report by the Government on the implementation of National Assembly Resolution No. 61/2022/QH15 dated June 16, 2022, on continuing to enhance the effectiveness of policies and laws on planning and a number of solutions to remove difficulties and obstacles and speed up the progress of making and improving the quality of planning for the period of 2021-2030.
The implementation of National Assembly Resolution No. 106/2023/QH15 dated November 28, 2023, on the pilot of a number of special policies on investment in the construction of road works, and Resolution No. 138/2024/QH15 dated June 28, 2024, on the policy of investing in the construction of the North-South highway in the West from Gia Nghia (Dak Nong) to Chon Thanh (Binh Phuoc) will be assessed.
In addition, the National Assembly will consider reports by the Government, the Supreme People’s Court, and the Supreme People’s Procuracy on the implementation of the Constitution, laws, ordinances, and resolutions of the National Assembly and the Standing Committee of the National Assembly.
The supervision of the settlement of voters’ proposals sent to the first session of the 16th National Assembly, as well as the results of citizen reception, handling of denunciations, and supervision of the settlement of citizens’ complaints sent to the National Assembly will be examined. Reports on the work in 2026 of the Standing Committee of the National Assembly, the Council for Ethnic Minorities, the Committees of the National Assembly, the Government, the Supreme People’s Court, and the Supreme People’s Procuracy will be reviewed.
Reports by the State Audit Office on its work in 2026, the audit plan for 2027, and the questioning and answering of questions by National Assembly deputies will be considered. The National Assembly Standing Committee will also present a report on the implementation of the supervision conclusions of the Standing Committee of the National Assembly, the Council for Ethnic Minorities, the Committees of the National Assembly, the delegation of National Assembly deputies, and the deputies of the National Assembly (if any)
The National Assembly assigns the Standing Committee of the National Assembly to take the lead in issuing a plan and organizing the effective implementation of this Resolution, along with completing the draft Law on the Activities of the National Assembly’s Supervision and the People’s Councils (amended) to be submitted to the National Assembly for consideration and approval at the 10th session. Based on the actual situation, adjust the content of the 2026 sessions appropriately and report to the National Assembly when building specific programs for each session.
Study to innovate the direction and coordination of the supervision activities of the Council for Ethnic Minorities and the Committees of the National Assembly; direct the monitoring, urging, and synthesizing of the results of the implementation of conclusions and recommendations after supervision; report on the results of the implementation of the National Assembly’s Supervision Program to serve as a basis for the expected Supervision Program of the following year, ensuring the connection between supervision activities with lawmaking and the decision of important issues of the country.
