Chairman of Thu Duc City People’s Committee, Mr. Hoang Tung, revealed that the locality is expediting the process of establishing and covering detailed planning schemes at a 1/500 scale.

These plans serve as a crucial foundation for construction management and urban development steering as the city moves towards piloting exemption of construction permits for detached houses as directed by the Prime Minister, Ho Chi Minh City People’s Committee, and guided by the Ministry of Construction.

According to the schedule, by the end of this year, Thu Duc City will have several areas with approved detailed planning at a 1/500 scale and will pilot the exemption of construction permits for detached houses. If the pilot program proves successful, the official exemption of construction permits for detached houses will be implemented from January 1, 2026.

Previously, Mr. Huynh Thanh Khiet, Deputy Director of the Ho Chi Minh City Department of Construction, shared that the department is currently focusing on reviewing the master plan, prioritizing the delegation of construction permit authority.

According to Mr. Khiet, the Government has issued Decree No. 140/2025/ND-CP, which stipulates the division of authority between two levels of local government in the field of state management under the Ministry of Construction.

The authority to grant construction permits for detached houses and Grade III and IV projects will be transferred from the district-level People’s Committees to the ward-level People’s Committees.

Regarding the exemption of construction permits, Mr. Khiet mentioned that the Ho Chi Minh City Department of Construction is coordinating with the People’s Committees of districts, counties, and Thu Duc City to review and identify areas that meet the requirements for implementation.

These are areas with detailed planning at a 1/500 scale and meet all technical and legal conditions as stipulated. In such cases, residents will only need to notify the commencement of construction without obtaining a permit.

However, Mr. Khiet noted that eliminating the requirement for construction permits also presents new management challenges. Functional units need to closely coordinate in construction supervision, dispute handling, and updating assets upon completion of the project.

Currently, Ho Chi Minh City has approximately 360 areas with about 55,000 lots that meet the conditions for exemption from construction permits.

The Ho Chi Minh City Department of Construction is urgently seeking feedback from local authorities on the list of areas eligible for exemption from construction permits, with a completion target before July 1, for synthesis, reporting, and submission to the Ho Chi Minh City People’s Committee for consideration and decision.

On May 29, in a dispatch, the Prime Minister directed local authorities to streamline construction permit procedures for projects with detailed planning at a 1/500 scale or located in areas with urban design. Subsequently, Mr. Nguyen Van Duoc, Chairman of the Ho Chi Minh City People’s Committee, instructed relevant departments and sectors to promptly advise on the implementation of this directive.
