Clear Definition of Each Area

The People’s Committee of Thu Duc City, Ho Chi Minh City, organized a conference to announce 9 detailed planning schemes with a scale of 1/2000 for Thu Duc City.

Planning Subdivision No. 1 comprises Thu Thiem, An Loi Dong, Thao Dien wards, and parts of An Khanh and An Phu wards, spanning 1,807 hectares and accommodating approximately 332,500 people. Its primary development orientation is the Thu Thiem International Financial Center.

Subdivision No. 2 encompasses all of Hiep Binh Chanh ward and portions of Linh Dong, Truong Tho, Hiep Binh Phuoc, Tam Phu, and Tam Binh wards, covering 2,042 hectares with a population of roughly 270,000. The main development focus is the new urban center of Truong Tho.

Thu Thiem, An Loi Dong, Thao Dien, and parts of An Khanh and An Phu wards will become the Thu Thiem International Financial Center.

Subdivision No. 3 includes Linh Tay, Linh Chieu, Binh Tho, Linh Trung, Binh Chieu, Linh Xuan wards, and parts of Tam Binh, Tam Phu, Linh Dong, Truong Tho, and Hiep Binh Phuoc wards, spanning 2,468 hectares with a population of approximately 440,000. The main development orientation is the Vietnam National University-Ho Chi Minh City campus.

Subdivision No. 4 covers the entirety of Long Binh ward and portions of Tan Phu and Long Thanh My wards, occupying 2,945 hectares and housing around 280,442 residents. Its primary development focus is a historical and cultural park, integrated with themed parks and eco-tourism attractions.

Planning Subdivision No. 5 comprises Long Phuoc ward and parts of Truong Thanh and Long Truong wards, spanning 3,425 hectares with a population of about 210,000. The main development orientation is an intellectual urban area, associated with institutes, specialized training and research establishments.

Subdivision No. 6 includes parts of Thanh My Loi, Cat Lai, Binh Trung Dong, and Phu Huu wards, covering 1,587 hectares and accommodating approximately 127,500 people. Its primary development orientation is Ho Chi Minh City’s service center for ports, industry, and logistics, serving the neighboring urban areas.

Subdivision No. 7 encompasses all of Binh Trung Tay ward and portions of An Khanh, An Phu, Phu Huu, Binh Trung Dong, Cat Lai, Phuoc Long B, and Thanh My Loi wards, spanning 1,748 hectares with a population of roughly 300,000. The main development orientation is a multifunctional urban complex, concentrated along the Ho Chi Minh City-Long Thanh-Dau Giay highway and Vo Chi Cong road.

Planning Subdivision No. 8 covers Phuoc Long A, Phuoc Long B, Phuoc Binh wards, and parts of An Phu, Tang Nhon Phu B, and Phu Huu wards, spanning 1,195 hectares and accommodating approximately 248,000 residents. Its primary development focus is the Rach Chiec National Sports Complex, integrated with urban public parks and supporting services.

Subdivision No. 9 includes Hiep Phu, Tang Nhon Phu A, Tang Nhon Phu B wards, and parts of Phuoc Long B, Tan Phu, Long Thanh My, Truong Thanh, Long Truong, and Phu Huu wards, covering 2,222 hectares with a population of about 345,000. The main development orientation is the renovation and redevelopment of existing residential areas, forming multifunctional complexes along major transportation axes, including Vo Nguyen Giap, Ring Road 2, and Ring Road 3, integrated with public transportation.

Basis for Detailed Planning Schemes

The announcement of the 9 subdivision plans serves as the foundation for initiating detailed planning schemes with a scale of 1/500 based on the approved 1/2000 subdivision plans. This will facilitate urban development management and governance, ultimately leading to the implementation of the Prime Minister’s directive to exempt private housing from construction permits.

The approved 1/2000 subdivision plans will connect and supersede previously approved subdivision plans that are no longer aligned with Ho Chi Minh City’s development trends.

According to Hoang Tung, Chairman of the People’s Committee of Thu Duc City, the approved 9 subdivision plans with a scale of 1/2000 will have a profound and positive impact on various aspects of Thu Duc City, ranging from the management and governance of the local government to the daily lives and businesses of its citizens.

Additionally, these plans open up new development opportunities, enhance land use and management efficiency, and provide a solid foundation for the newly established 12 wards to efficiently manage and govern the locality under the new organizational structure.

Following the announcement of the 9 subdivision plans, Thu Duc City will focus on developing 9 urban and inter-regional railway lines, connecting Thu Duc with the center of Ho Chi Minh City and Long Thanh International Airport.

Regarding road infrastructure, several strategic projects will be implemented, including the expansion of National Highway 13, the Cat Lai – Phu Huu port connection route, and the widening of the Ho Chi Minh City-Long Thanh-Dau Giay highway to connect with Ring Road 3.

To ensure the practical implementation of the planning schemes, Thu Duc City and the 12 wards will closely coordinate with Ho Chi Minh City’s departments and sectors starting July 1, 2025, to comprehensively cover the detailed planning schemes with a scale of 1/500. This will serve as a crucial foundation for urban development management and governance.
