On June 24th, the Hanoi People’s Court tried 41 defendants in a case that took place at Phuc Son Group and in the provinces of Vinh Phuc, Phu Tho, Quang Ngai, and Vinh Long.

Nguyen Van Hau, Chairman of Phuc Son Group (also known as Hau “Phao”), was tried for three charges: Violation of accounting regulations causing serious consequences, Violation of bidding regulations causing serious consequences, and Bribery.

Nine defendants were prosecuted for bribery, including Hoang Thi Thuy Lan (former Secretary of the Provincial Party Committee of Vinh Phuc), Le Duy Thanh (former Chairman of the People’s Committee of Vinh Phuc and former Vice Secretary of the Provincial Party Committee), and Pham Hoang Anh (former Vice Secretary of the Provincial Party Committee of Vinh Phuc), among others.

Eight defendants were charged with Abuse of Power, including: Pham Van Vong (former Secretary of the Provincial Party Committee of Vinh Phuc), Pham Quang Hung (former Chairman of the People’s Committee of Vinh Phuc), and Ha Hoa Binh (former Vice Chairman of the People’s Committee of Vinh Phuc).

Defendant Dang Trung Hoanh, former Chief of the Mang Thit District Party Committee Office in Vinh Long Province, was charged with Exploiting Influence for Bribery.

Additionally, 17 defendants were prosecuted for Violation of bidding regulations causing serious consequences, and five defendants were tried for Violation of accounting regulations causing serious consequences.

According to the indictment, during the implementation of projects and bids in Vinh Phuc, Quang Ngai, and Phu Tho provinces, Nguyen Van Hau directly committed or instructed his subordinates to commit violations of accounting and bidding laws.

The wrongdoing of Hau “Phao” and his accomplices caused particularly serious harm to the state, with a total loss of VND 1,168 billion. This includes a loss of VND 504 billion due to accounting violations, VND 204 billion due to land price adjustments, and VND 459 billion due to bidding violations.

Hau’s actions led to disciplinary action against a series of officials in the aforementioned provinces, damaging the people’s trust and causing public outrage.

Hoang Thi Thuy Lan, former Secretary of Vinh Phuc, was accused of receiving bribes totaling VND 25 billion and USD 1 million (equivalent to over VND 47.9 billion).

Furthermore, Hau “Phao” exploited his connections and used money and material benefits to collude with individuals in positions of power. These individuals then carried out Hau’s requests, allowing companies within the Phuc Son ecosystem to win bids and execute projects and contracts, resulting in illegal profits and causing serious harm to state assets.

In total, Hau “Phao” bribed others to the tune of over VND 132 billion. This includes VND 25 billion and USD 1 million (over VND 47.9 billion) given to Hoang Thi Thuy Lan, VND 20 billion and USD 1.3 million to Le Duy Thanh, and VND 20,000 USD to Nguyen Van Khoat, along with a land sale that earned him VND 3 billion.

Nguyen Van Hau also bribed Dang Van Minh, former Director of the Department of Transport and former Chairman of Quang Ngai Province, with VND 22.6 billion and USD 240,000. Of this, Mr. Minh benefited from VND 10.6 billion and USD 40,000. Through Dang Van Minh, Hau “Phao” bribed Cao Khoa with VND 6 billion and USD 20,000, and Le Viet Chu with VND 6 billion.
