At the 17th meeting of the National Steering Committee for important national projects and key transport infrastructure projects, Minister of Construction Tran Hong Minh stated that the Prime Minister, Head of the Steering Committee, assigned 34 specific tasks to ministries, sectors, and localities. The main focus is on resolving difficulties and bottlenecks in the process of investing in infrastructure projects. So far, the ministries and sectors have completed 11 important tasks, 19 regular tasks are being implemented, and four tasks have not met the progress.

FOCUS ON LAND CLEARANCE AND ENSURING THE PROGRESS OF PROJECTS

Among the completed tasks, the Ministry of Agriculture and Environment has coordinated in advising the Government to submit to the National Assembly a resolution on applying special mechanisms in mineral exploitation to remove obstacles related to the Long Thanh International Airport project.

The Ministry of Finance has advised the Government to submit to the National Assembly amendments to some laws to simplify investment procedures and advised on supplementing and allocating capital for projects according to plans.

The Ministry of Home Affairs is coordinating with ministries, sectors, and localities to summarize the emulation movement and propose rewards for excellent collectives and individuals.

The State Bank of Vietnam has directed commercial banks to prepare a credit package of about VND 500,000 billion to lend to infrastructure projects.

The Ministry of Construction and the Government Office are organizing four inspection teams led by Deputy Prime Ministers to remove obstacles in projects that are behind schedule.

In terms of site clearance, the provinces of Quang Binh, Quang Tri, Quang Ngai, Binh Thuan, Ninh Thuan, Dong Nai, and Khanh Hoa have basically completed this work.

However, Binh Duong and Dong Thap have not completed it due to obstacles in adjusting compensation and relocation plans. These localities are proposing to supplement funds and adjust plans to meet the requirements for implementation.

As of June 2025, a total of 2,688 km of expressways are under construction. The Ministry of Construction manages 14 projects with a length of 652 km and expects to complete six projects with a length of 208 km from now until August 19, 2025.

Localities are the owners of 11 projects with a total length of 289 km. Ho Chi Minh City is implementing the Ho Chi Minh City-Moc Bai expressway and formulating a feasibility study report for the Ho Chi Minh City-Chon Thanh project. Meanwhile, Hanoi has signed a contract with the investor for the project as planned and is expected to complete the procedures in August 2025.

Site clearance work is still partially incomplete in Hanoi, Gia Lai, and Quang Ngai. The relocation of high-voltage power grids in Can Tho and Soc Trang has not met the requirements. Tien Giang has not completed site clearance and faces difficulties in licensing the exploitation of about 5 million cubic meters of rocks and soil for the project.

Some projects, such as Chau Doc-Can Tho-Sóc Trăng (the section through Can Tho) and Hòa Bình-Mộc Châu (the section through Hòa Bình), are behind schedule, requiring localities to be more determined in their implementation.

For the Long Thanh International Airport project, essential works are expected to be completed on schedule. Up to now, the total disbursement has reached VND 36,893 billion out of VND 77,000 billion, equivalent to 47.69% of the plan. Although the contractors have ensured the supply of machinery, equipment, and materials, they are still under great pressure to meet the Government’s progress requirements.

Regarding coastal road projects, 802 km have been put into operation, 633 km are under construction, and 239 km are in the survey and planning stage. The goal is to complete over 1,000 km by 2025.

Minister Tran Hong Minh also pointed out difficulties, especially in site clearance in many localities, with the relocation of technical infrastructure such as high-voltage power grids not keeping up with the progress.

In Tien Giang province, site clearance has not been completed, causing delays in project implementation. In addition, some projects applying special mechanisms for mineral exploitation under Resolution 106 of the National Assembly will expire on June 30, 2025, facing difficulties due to prolonged mining procedures and the inability to select mining contractors. Some mines have excess reserves that need to be adjusted to serve other projects. Therefore, it is necessary to extend the time for applying special mechanisms to resolve obstacles in material sources.

ENHANCE INSPECTION AND BUILDING PLANS

To ensure the progress of key projects, the Ministry of Construction proposed that the Prime Minister direct ministries, sectors, and localities to inspect site clearance and build transition plans to avoid interruptions in construction.

Specialized agencies need to prepare human resources according to Government Decree 144 to effectively implement infrastructure construction projects. Strengthen supervision to ensure that projects are implemented on schedule and in line with the authority of local governments at two levels.

Strictly follow the directions of the Deputy Prime Ministers, heads of inspection teams, to inspect and remove difficulties and obstacles in transport infrastructure projects, ensuring the completion of the target by 2025.

Contractors and construction units shall make detailed construction plans, increase manpower and equipment, and apply technical solutions to overcome the impact of weather, especially in underwater construction areas. At the same time, it is necessary to proactively prevent natural disasters and ensure absolute safety for people and means of transportation during the construction process.

Localities need to urgently complete legal procedures and hand over clear sites for key projects, especially the sections belonging to the North-South Expressway in the 2021-2025 period. These provinces must strengthen propaganda and coordinate with the people to resolve arising issues, ensuring the handover of 100% of the site in 2025.

The provinces of Quang Tri, Quang Ngai, Khanh Hoa, Ninh Thuan, Binh Thuan, Dong Nai, Tien Giang, Can Tho, Soc Trang, Long An, and Binh Duong need to coordinate closely with the Vietnam Electricity (EVN) to speed up the progress of relocating technical infrastructure, especially high-voltage power grids.

Binh Duong and Dong Nai need to vigorously implement expressway projects, especially the Bien Hoa-Vung Tau expressway (30% progress), Ho Chi Minh City-Long Thanh (37% progress), and related projects, by applying technical solutions and shortening construction time.

Can Tho City directs investors and contractors to increase manpower and equipment and organize construction in three shifts and four groups to speed up the progress of projects such as Chau Doc-Can Tho-Sóc Trăng and Rach Mieu 2.

The coastal road projects in the provinces are 55% complete and need to be closely controlled in terms of quality and labor safety. Contractors must supplement manpower and equipment to ensure the completion of the 1,000 km exploitation target in 2025.

The Ministry of Construction will coordinate with localities to direct investors and contractors to make detailed construction plans, closely control quality, labor safety, and overcome adverse weather conditions. At the same time, it will coordinate with the Ministry of Agriculture and Environment to synthesize difficulties in implementing Resolution 106 on special mechanisms for mineral exploitation and report to the Government.

Ministries, sectors, and localities continue to inspect and complete legal procedures, accelerate site clearance, and hand over to investors. In particular, they need to coordinate with the Vietnam Aviation Corporation (ACV) to strictly implement the directions of the Government leaders regarding the Long Thanh International Airport project, ensuring progress and quality.

The Ministry of Home Affairs takes the lead in coordinating with ministries, sectors, localities, and the Government Office to organize rewards for individuals and collectives with outstanding achievements in implementing key national transport infrastructure projects.

LAUNCH OF KEY PROJECTS IN QUARTER 3/2025

Concluding the 17th meeting of the National Steering Committee for important national projects and key transport infrastructure projects, Prime Minister Pham Minh Chinh requested that the Ministry of Finance direct the Vietnam Expressway Corporation (VEC) to urgently complete the feasibility study report for the project to expand the Ho Chi Minh City-Long Thanh expressway, ensuring approval in July 2025.

The Ministry of Construction must complete the procedures to start the Dau Giay-Tan Phu project in August 2025. Hanoi needs to complete the procedures to start Component Project 3 of the Capital Region’s Ring Road 4 in July 2025. Meanwhile, Lam Dong province must organize the groundbreaking ceremony for the Tan Phu-Bao Loc and Bao Loc-Lien Khuong projects on the occasion of August 19, 2025. Ho Chi Minh City and Tay Ninh province are assigned to speed up the formulation and approval of the feasibility study report for the Ho Chi Minh City-Moc Bai expressway project, completing it in June 2025.

Regarding site clearance, the Prime Minister requested that the provinces of Dong Nai, Lang Son, Kien Giang, Tuyen Quang, Quang Ngai, Quang Binh, Quang Tri, Khanh Hoa, Ninh Thuan, and Binh Thuan must handle all problems and obstacles and complete the handover of the remaining land fund in June 2025, including the area for rest stops.

At the same time, Hanoi and Hung Yen must vigorously implement site clearance to ensure the progress of the Capital Region’s Ring Road 4 project. The ministries and sectors concerned need to urgently complete site clearance for the Gia Binh Airport project and the road connecting this airport to the center of Hanoi.

Regarding the source of construction materials serving projects in the Mekong Delta region, the Prime Minister requested that Tien Giang and Ben Tre provinces urgently complete the procedures for the remaining mines. At the same time, Vinh Long, Tien Giang, and Ben Tre provinces should consider increasing the exploitation output at existing mines to meet the construction demand of the Ho Chi Minh City Ring Road 3 project in 2025.

Regarding construction progress, the Ministry of Construction was assigned to direct investors and contractors to organize construction according to the “3-shift, 4-group” method to speed up the progress of the remaining projects of the North-South Expressway in the 2021-2025 period, the Hoa Lien-Tuy Loan project, and Component Project 2 of Bien Hoa-Vung Tau. At the same time, the Ministry needs to strengthen the supervision of the implementation of projects under the management of localities, timely advising the Prime Minister to direct the management in line with the actual progress.

Binh Duong, Dong Nai, Tuyen Quang, Ha Giang, and Dak Lak provinces are requested to vigorously apply technical solutions to shorten the construction time, ensuring the completion of Component Projects 3 and 5 of Ho Chi Minh City Ring Road 3, Component Project 1 of Bien Hoa-Vung Tau, Tuyen Quang-Ha Giang project, and Component Project 3 of Khanh Hoa-Buon Ma Thuot in 2025.

Along with that, Can Tho City, Soc Trang province, Lang Son, and Cao Bang need to direct investors and contractors to proactively remove difficulties, supplement manpower and equipment, and organize continuous construction according to shifts and groups to ensure the progress of the projects Chau Doc-Can Tho-Soc Trang, Huu Nghi-Chi Lang, and Dong Dang-Tra Linh.

Phu Tho province and the Ministry of National Defense were assigned to complete the Phong Chau Bridge before October 31, 2025.

For the Long Thanh International Airport project, the Prime Minister requested that the Ministry of Finance and the Ministry of Construction direct the Vietnam Airport Corporation (ACV) and related units to organize reasonable construction, closely control quality, labor safety, and overcome adverse weather conditions, striving to basically complete the project in 2025.

Finally, the Prime Minister requested Ho Chi Minh City and related units to urgently implement the Can Gio International Transit Port project in the spirit of the resolutions of the Politburo; if any problems arise, they must be promptly reported for handling, not delaying the overall progress.
