The citizen contacted the People’s Committee of the commune, the District Branch of the Land Registration Office, and the Department of Agriculture and Environment but received the same response from all: none of these entities are authorized to determine land boundaries.

In response to this inquiry, the Ministry of Agriculture and Environment shared that according to Clause 1, Article 31 of the 2024 Land Law, land users must use the land within the defined boundaries and land parcel boundaries.
The process for land users to request land data extraction is stipulated in Article 60 of Government Decree No. 101/2024. This decree details the regulations on land surveys, land-use right certification, and the Land Information System.
As per the decree, the local agency responsible for providing land information and data is the Land Registration Office.
In localities that have not yet established a land database, the Land Registration Office and the People’s Committee of the commune are responsible for providing land information and data from the land records, in accordance with the management hierarchy of these records.
The management of land records is governed by Article 23 of Circular No. 10/2024 issued by the Minister of Natural Resources and Environment (now the Ministry of Agriculture and Environment). This circular stipulates the regulations on land records, land-use right certificates, and ownership of assets attached to the land.
The circular specifies which cases of land records are to be kept by which agencies, including the Land Registration Office under the Department, the District Branch of the Land Registration Office, and the People’s Committee of the commune.
Based on the above regulations, the Ministry requests that citizens contact the competent authorities in their locality for resolution as stipulated.
