Officially Select Investors for Bao Loc – Lien Khuong Expressway Project
On June 22, the People’s Committee of Lam Dong province issued Decision No. 1323/QD-UBND, approving the selection of investors for the project “Investment in construction of Bao Loc – Lien Khuong expressway (phase 1)” with a value of VND 17,718 billion.
Accordingly, the selected investor is the Joint Venture of T&T Transport Infrastructure Investment and Development JSC – Futa Group – Phuong Thanh. Bao Loc – Lien Khuong is a critical section of the Dau Giay – Lien Khuong route, which is part of the national expressway network plan.
The winning bid of the Joint Venture, including loan interest, is VND 11,924 billion, comprising construction and equipment costs of VND 8,791 billion, loan interest during the construction period of VND 913 billion; project management, consulting, and other costs of VND 616 billion; and contingency costs of VND 1,604 billion.
The remaining investment capital (VND 5,794 billion) is the cost of site clearance sub-projects using state capital.
Notably, among the selected Joint Venture, T&T Transport Infrastructure Investment and Development JSC is a subsidiary of T&T Group, chaired by Mr. Do Quang Hien (“Bầu Hiển”). Over the years, T&T Group has invested in numerous large-scale infrastructure projects, such as the Quang Ninh Port and the Quang Tri Airport construction project…
FUTA Group, on the other hand, is a well-known enterprise with 20 years of experience in the transportation and logistics industry. The group is venturing into infrastructure development with its involvement in this key construction project. Previously, in 2024, FUTA Bus Lines (a member of FUTA Group) won several bids to construct rest stops along the North-South Expressway.
Meanwhile, Phuong Thanh Transport Investment and Construction Joint Stock Company has over two decades of experience in the transportation construction industry. The company has participated in prominent projects such as the Phap Van – Cau Gie Expressway, Bach Dang Bridge, Ha Long – Van Don Expressway, and the construction of the Da Nang – Quang Ngai Expressway and National Highway 6 from Luong Son to Hoa Binh.
What is the scale of the nearly VND 18,000 billion Bao Loc – Lien Khuong Expressway?





Upon completion of the expressway, the travel time from Ho Chi Minh City to Da Lat will be reduced to approximately 3 hours, compared to 6-7 hours currently. It will also alleviate the burden on National Highway 20, which is currently congested and poses significant traffic risks.
The expressway is expected to enhance connectivity between the Central Highlands and the key economic region of the South, boost the development of the Bao Loc – Duc Trong – Da Lat area, promote tourism, attract investment, foster urban development, and strengthen national defense and security in the region.
As of the end of May 2025, the site clearance work for the project has achieved about 28% of the total volume. The Chairman of the Lam Dong Provincial People’s Committee has directed the local authorities to urgently complete the handover of the cleared site by the end of June 2025 to ensure the project’s progress as planned. The groundbreaking ceremony is expected to take place in late July 2025.
