On June 24, the Hanoi Council of Deputies delegation met with Hoan Kiem district voters ahead of the June special session and the mid-year regular meeting in 2025.

Reporting at the conference, Mr. Vu Dang Dinh, Secretary of the Hoan Kiem District Party Committee, said that voters proposed to handle the situation of the abandoned villa at 12 Nguyen Che Nghia Street, which has been wasting resources and posing safety risks for many years.

Mr. Dinh provided information that the new headquarters of the Cuu Nam Ward Party Committee has been located at 21 Ba Trieu Street (the current headquarters of the Hoan Kiem District Party Committee). However, the new People’s Committee of Cuu Nam Ward does not yet have a suitable location to accommodate all specialized departments. Therefore, the villa at 12 Nguyen Che Nghia is considered a feasible option. “Hoan Kiem District has proposed to the city to consider arranging this villa as the headquarters of the new People’s Committee of Cuu Nam Ward,” said Mr. Dinh.

Abandoned public villa at 12 Nguyen Che Nghia

The official villa at 12 Nguyen Che Nghia (Hang Bai, Hoan Kiem district) was returned to Hanoi by Mr. Hoang Van Nghien, former Chairman of the Hanoi People’s Committee, more than 10 years ago, but it has been abandoned and wasted until now.

Since March 2018, the Hanoi People’s Committee has issued several documents on the usage plan for villas that are not for sale, including the one at 12 Nguyen Che Nghia Street.

In April 2025, the Hanoi Department of Construction planned to arrange locations for five units to be relocated to serve the planning and renovation of the eastern area of Hoan Kiem Lake. Among these plans, the Institute of Literature of the Vietnam Academy of Social Sciences is expected to be located at 12 Nguyen Che Nghia.
