The delegation consisted of comrades: Truong Viet Dung, Vice Chairman of Hanoi City People’s Committee; Tran Duc Hoat, Chief Inspector of Hanoi City; and Nguyen Minh Duc, Editor-in-Chief of Hanoi Moi Newspaper.
At the conference, delegate Tran Duc Hoat, on behalf of the delegation, announced the content, schedule, and preparation for the June 2025 specialized session and the mid-2025 regular session of the Hanoi City People’s Council. He also presented the report of the City People’s Committee on addressing voters’ recommendations before and after the 20th session.

Specifically, the June 2025 specialized session (24th session) is expected to be held within one day (from now until June 30, 2025). The mid-2025 regular session (25th session) is scheduled to take place from July 7 to July 11, 2025.
During the June 2025 specialized session, 12 topics are expected to be discussed, including adjustments to the 2025 budget estimates according to the two-level local government model; adjustments to the medium-term public investment plan for the 2021-2025 period and the 2025 public investment plan according to the two-level local government model; and amendments to Resolution No. 22/2022/NQ-HĐND dated December 8, 2022, of the City People’s Council on the allocation of revenue sources and expenditure tasks among budget levels, budget allocation norms for Hanoi City, and the percentage ratio of revenue source distribution among budget levels for the 2023-2025 period when implementing the two-level local government model.
At the mid-2025 regular session, the Hanoi City People’s Council is expected to consider 16 reports and 42 resolutions (including 29 normative legal documents and 13 individual resolutions). Half a day of the session is expected to be allocated for questioning and answering activities.

Delegate Nguyen Minh Duc, Editor-in-Chief of Hanoi Moi Newspaper and head of the delegation, reported on the implementation of the socio-economic development plan in the first six months and key tasks for the last six months of 2025 for the city.
Notably, the total state budget revenue in the city accumulated up to June 15, 2025, reached VND 371,537 billion, equivalent to 73.5% of the estimate, an increase of 54.9% compared to the same period in 2024; the local budget expenditure was VND 58,052 billion, reaching 35.0% of the initial estimate for the year, an increase of 42.2% over the same period. The fields of culture and society continued to develop, ensuring national defense and security, maintaining political security and social order and safety, and achieving the development goals of the capital.
In the last six months of 2025, the city will focus on completing the arrangement and deployment of officials before July 1, 2025, ensuring continuity in leadership, management, and the succession of capable officials from the district and communal levels before the reorganization.
At the conference, voters raised many opinions on issues such as site clearance, land use right certificate issuance, and acceleration of project construction progress.
Voter Dao Thi Minh Nguyet from Thinh Liet Ward proposed that the city should consider land compensation prices that are appropriate to the market value and soon resolve difficulties and obstacles related to compensation prices for site clearance of roads and projects in the Trung Kenh urban area.

Voter Nguyen Thanh Hoan from Dinh Cong Ward proposed that the city should pay attention to urging the completion of the construction of Nguyen Cahng Di Street (from Dinh Cong Bridge to Dai Kim-Dinh Cong urban area).
Voter Vu Duc Chieu from Mai Dong Ward proposed that the city and district instruct relevant agencies to pay unemployment benefits and support for career change to ensure the rights and interests of traders at Mai Dong Market when the state recovers land for the Tam Trinh road project.

Voter Le Trong Ke from Thanh Tri Ward reflected that according to current regulations, to be granted a land use right certificate, the land lot must have an area of 50 square meters or more. However, in reality, there are land lots that were formed historically and have an area of less than 50 square meters. The voter proposed that the city should pay attention to resolving this issue.
Voter Tran Van Huong from Tuong Mai Ward proposed that the city invest in building a new high school in Tuong Mai Ward to meet the educational needs of the local people with a population of over 136,000 people.

Speaking on behalf of the delegation to receive opinions and recommendations from voters, Head of the delegation, Editor-in-Chief of Hanoi Moi Newspaper, Nguyen Minh Duc, emphasized that this was a special conference as it was the last voter contact of the three-level local government model. He acknowledged that in the past term, Hoang Mai District has accomplished quite a lot, especially in terms of planning, site clearance, and school construction.
Regarding the voters’ recommendations, Delegate Nguyen Minh Duc said that the delegation would receive and propose that the competent agencies pay attention to resolving them, especially those related to land, land use certificates, and site clearance compensation. For projects where the investor does not fulfill their responsibilities, delays, or lacks capacity, there should be sanctions; the delegation will conduct inspections and supervision.
Delegate Nguyen Minh Duc said that in the coming time, when officially operating the two-level local government model, the members of the delegation will continue to fulfill their responsibilities as representatives in the area, continue to associate with voters, Party committees, and authorities of the wards, contributing to the development of the city.
On behalf of the delegation, Comrade Nguyen Minh Duc sincerely thanked the voters for their companionship and active contribution of constructive opinions during the term, especially the comrades of the District Party Committee, People’s Council, People’s Committee, Fatherland Front Committee, and departments, branches, and wards who always accompanied and supported the delegation of the City People’s Council to complete their functions and tasks well.
