On the morning of June 27, with the majority of delegates present in favor, the National Assembly passed a resolution on the investment policy for the construction project of Ho Chi Minh City’s Ring Road 4 with an eight-lane scale, connecting Ho Chi Minh City, Dong Nai, and Tay Ninh provinces.
Connecting Regions, Expanding Development Space
The project, with a total length of approximately 159.31 km, passes through Ho Chi Minh City, Dong Nai, and Tay Ninh provinces and is divided into ten sub-projects. Five of these sub-projects will be implemented through public investment, while the other five will be carried out through public-private partnerships (PPP).
According to Mr. Phan Van Mai, Chairman of the Committee for Economic and Financial Affairs, the Ho Chi Minh City Ring Road 4 plays a crucial role in connecting the Southeast region with the Mekong Delta, the Central Highlands, and the rest of the country.
This road will serve as a vital transport artery, facilitating the flow of goods between industrial parks, urban areas, seaports, and airports, while also reducing traffic congestion in Ho Chi Minh City’s inner districts.

Apart from its transport value, this road will also open up new development spaces, efficiently utilize land resources, promote the development of satellite cities, and contribute to population distribution and decongestion in Ho Chi Minh City’s inner districts.
Mr. Mai also emphasized the importance of the project’s design, which will adhere to the new QCVN 117:2024/BGTVT standards issued by the Ministry of Transport. The initial phase of the project will involve a four-lane road, but land acquisition, compensation, support, and resettlement will be carried out for an eight-lane road to avoid future adjustments.
This design approach demonstrates a long-term vision and a meticulous approach to planning and design, learning from previous experiences with small-scale investments that led to expansion and caused waste and delays.
Special Mechanisms for Ho Chi Minh City’s Ring Road 4
In addition to its design features, the project aims to incorporate advanced technology in construction, management, and operation, particularly in toll collection with a focus on environmentally friendly solutions. The resolution also emphasizes the need for the project to be adaptive to climate change, ensuring long-term safety and efficiency.
The project is expected to require approximately 1,421 hectares of land, including about 456 hectares of rice fields that need to be reclaimed.
The total investment for the project is estimated at VND 120,413 billion, including support from the central budget of VND 29,688 billion, local budget of VND 40,093 billion, and capital mobilized by investors amounting to VND 50,632 billion.
According to the plan, the project will be prepared and implemented from 2025 and is expected to be completed by 2029.
Notably, the resolution includes special mechanisms related to the exploitation of construction materials to avoid shortages, as experienced with Ring Road 3. Specifically, the Provincial People’s Committees are authorized to adjust, extend the exploitation duration, and increase the capacity of mineral mines serving the project without adjusting the provincial planning. They are also allowed to directly grant mining licenses to units serving the project without organizing auctions.
To ensure progress, the National Assembly has agreed to waive the mandatory architectural design competition for bridges of grade II or higher and intersections within urban areas. This waiver aims to expedite the process (which could take 6-12 months) while still ensuring quality, aesthetics, and safety in design.
