Accelerating the Adoption of Biofuels

During the meeting, Mr. Bui Ngoc Bao, Chairman of the Vietnam Petroleum Association, shared that on November 22, 2012, the Prime Minister issued a decision on the roadmap for blending biofuels with traditional fuels (Decision No. 53/2012/QD-TTg). Accordingly, from December 1, 2014, gasoline produced, blended, and traded for road motor vehicles consumed in 7 large provinces and cities, including Hanoi, Ho Chi Minh City, Hai Phong, Da Nang, Can Tho, Quang Ngai, and Ba Ria-Vung Tau, must be E5 gasoline. From December 1, 2015, E5 gasoline was consumed nationwide. From December 1, 2016, E10 gasoline was to be used in these 7 provinces and cities and applied nationwide from December 1, 2017.

However, the roadmap for using E10 gasoline has been delayed by almost 10 years, and strong measures are needed to get back on track. Mr. Bao suggested that the Ministry of Industry and Trade should set a specific deadline, such as January 1, 2026, for the nationwide switch to E10 gasoline, providing businesses with a clear timeline to prepare and be ready for the implementation.

Many businesses and state management agencies still have concerns about adopting biofuels. For instance, distribution enterprises often require having their blending facilities.

Mr. Bao clarified that distribution enterprises are currently leasing warehouses from key enterprises. To address the blending facility issue, distribution enterprises could lease blending facilities from key enterprises and pay fees for their blending services. This arrangement could be implemented within 3-4 months, ensuring a smooth transition without significant challenges.

Representing the perspective of manufacturing enterprises, Mr. Tran Ngoc Nam, Deputy General Director of the Vietnam Petroleum Group (Petrolimex), shared that Petrolimex strongly supports the organization of biofuel business. On August 1, Petrolimex plans to pilot the sale of E10 gasoline in Ho Chi Minh City to assess technical impacts and meet customer needs. Petrolimex will also submit a report to the Ministry, providing an overview of the company’s implementation plan.

Mr. Nguyen Viet Thang, General Director of Binh Son Refining and Petrochemical Company (BSR), added that BSR’s blending system could ensure a sufficient supply of E5 gasoline. Regarding E10 gasoline, BSR is in the process of upgrading storage tanks for blending. Currently, customers like Petrolimex and PV OIL can blend themselves and will receive base gasoline for this purpose. BSR is selling 30% biofuels and 70% base gasoline to enterprises for self-blending.

The Vietnam National Oil and Gas Group (PVN) also shared that they would restart the Dung Quat Ethanol Biofuel Plant in the Dung Quat Economic Zone (Quang Ngai province) to ensure a stable supply.


Embracing Biofuels: A Mandatory Pathway

Speaking at the conference, Minister of Industry and Trade Nguyen Hong Dien emphasized that blending biofuels and transitioning to biofuels are essential steps to protect the environment and achieve carbon neutrality. More importantly, with the supply of fossil fuels facing potential disruptions due to geopolitical tensions and armed conflicts, ensuring a stable supply of fuels from natural sources is becoming increasingly crucial.

At the conference, the Minister assigned the Department of Domestic Market Management to take the lead, in coordination with the Ministry’s functional units, especially the Department of Innovation, Green Transformation, and Trade Promotion, to advise on and issue a roadmap for the use of E10 gasoline, with a proposed implementation date of January 1, 2026. The Department was also instructed to urgently submit a report to the Government, summarizing the implementation of Decision 53/2012, to serve as a basis for proposing a new roadmap.


The total minimum gasoline and oil supply for 2025, allocated by the Ministry of Industry and Trade to key gasoline and oil business traders, is 29,517,404 m3/tons of gasoline and oil, including: 28,309,360 m3/tons of land gasoline and oil; and 1,208,044 m3 of aviation fuel.


According to reports from traders, the total gasoline and oil supply for the domestic market in the first six months of 2025 is estimated at 13.86 million m3 tons, accounting for 47% of the total minimum supply allocated for the year. This represents a 1.1% increase compared to the same period in 2024 (equivalent to 2.308 million m3 tons of gasoline and oil per month), and it basically adheres to the implementation plan for each quarter registered with the Ministry of Industry and Trade.
