From July 1st, 2025, Thanh Hoa province will officially operate a two-tier government after completing the dissolution of the district level to establish 166 new communal-level administrative units.

The change in the administrative model means that the old headquarters of the District Party Committees and People’s Committees of the provincial towns and cities will be reallocated to the newly established administrative units.

Notably, two large-scale administrative centers, with investments of hundreds of billions of VND, are the Thanh Hoa City Administrative Center and the Sam Son City Administrative Center.

According to the plan for the disposal of public assets after the merger, these two structures will be handed over to the new wards to continue their use and to serve the activities of the grassroots government.

The Thanh Hoa City Administrative Center, with a total investment of over 650 billion VND, will be handed over to Hạc Thành ward, the newly established administrative unit with the largest population in Thanh Hoa province, to operate.

Hạc Thành ward is established on the basis of merging 10 central wards and a part of the area of two other wards. After the merger, the ward has a population of nearly 200,000 people and a government apparatus of nearly 250 officials and civil servants.

This administrative center is located on Nguyen Hoang Boulevard (in the old Dong Hai ward), covering an area of over 42,000 m2, invested in the form of a public-private partnership (PPP), and officially operated since 2019.

With its large scale, in addition to being the workplace of the Hạc Thành ward government, the center also accommodates several provincial-level units such as the Thanh Hoa Provincial Project Management Unit, the Land Registration Office, the Political Training Center, and the Public Administration Center.

Functional forces such as the Hạc Thành Ward Police, the Military Command, and the Judicial Enforcement Agency will be located at the old headquarters of Dong Huong, Dong Hai, and Dong Son wards to ensure compatibility with their specialized functions.

Sam Son City Administrative Center with a total investment of about 263 billion VND

Similarly, in Sam Son City, after the merger of the wards, the new Sam Son ward will take over the old administrative center as the headquarters of the Party Committee, People’s Council, and People’s Committee. This structure is considered one of the most modern administrative centers in the province today.

The construction of the Sam Son City Administrative Center started in April 2021 and was officially operated in 2024, with a total investment of about 263 billion VND from the city budget.

The structure is built on an area of 2.3 hectares in Quang Chau ward, with two fronts adjacent to the coastal road and National Highway 47, convenient for local connectivity and administration.

The reuse of the city-level administrative centers for the newly established wards is considered a budget-saving solution while optimizing the efficiency of public assets.

This is also a necessary step in the process of rearranging and streamlining the state administrative apparatus in accordance with the guidelines of the Central Government and the orientation of Thanh Hoa province’s urban development in the new phase.
