As planned, from July 1st to 7th, Thanh Hoa province will officially operate a two-tier administration after dissolving the district level to establish 166 new communes and wards.
The Thanh Hoa city administrative center, valued at VND 650 billion. The complex consists of Block A, which houses the Thanh Hoa City Party Committee, People’s Council, and People’s Committee before the dissolution, with three main buildings, including a 9-story tower and two 5-story blocks, and Block B, which comprises a conference center and a guesthouse with a tower equivalent to 7 stories.
The dissolution of the district-level administrative unit means that the working offices of the District Party Committees and People’s Committees in the districts, towns, and cities of Thanh Hoa province will also have to change their users and be taken over.
In Thanh Hoa, there are two working offices of Thanh Hoa city and Sam Son city that are considered modern administrative centers, built with a significant investment of hundreds of billions of VND. The Thanh Hoa city administrative center has a total investment of about VND 650 billion, while the Sam Son city administrative center costs around VND 260 billion.
According to the plan for handling public assets after the merger, the Thanh Hoa city administrative center will be handed over to Hạc Thành ward starting July 1st.
This is the most modern administrative center in Thanh Hoa province.
Hạc Thành ward is considered the largest “super ward” in Thanh Hoa province, with a population of nearly 200,000 people. It was established by merging 10 central wards and a part of the area of two other wards. After its establishment, Hạc Thành ward will have nearly 250 officials, public employees, and managers working at the Thanh Hoa city administrative center.
Due to the large scale of this office, in addition to the staff of Hạc Thành ward, this center will also accommodate units such as the Provincial Project Management Board, the Land Registration Office, the Political Education Center, and the Public Administration Center.
The Sam Son city administrative center, valued at over VND 260 billion, will be handed over to the new Sam Son ward after the dissolution of the district level.
Other forces, such as the Hạc Thành Ward Police, the Military Command, and the Ward Judicial Execution Agency, will be located at the old offices of Dong Huong, Dong Hai, and Dong Son wards.
Regarding the Sam Son city administrative center, after the dissolution, the new Sam Son ward will take over this office as the workplace for the Party Committee, People’s Council, and People’s Committee of Sam Son ward.
The Thanh Hoa city administrative center, located on Nguyen Hoang Boulevard (in the former Dong Hai ward), started operating in 2019, covering an area of more than 42,000 m2, with a total investment of over VND 650 billion, built in the form of a public-private partnership (PPP).
The headquarters of the Sam Son City Party Committee, People’s Council, and People’s Committee was inaugurated in April 2021 and operated in 2024, with a total cost of VND 263 billion from the city budget. The building is constructed on an area of 2.3 hectares in Quang Chau ward (Sam Son city) and has two fronts facing the coastal road and National Highway 47.
This administrative center is considered the most modern in Thanh Hoa province today.
